This position is assigned to and works under the direction of Community Housing Services Agency, Inc. (CHSA), an independent nonprofit organization. CHSA is a separate organization from the City of Savannah.

This position is responsible for the financial, accounting, budgeting, loan portfolio, fund administration, and reporting activities of CHSA and CHSA Development. The Financial Manager ensures accurate financial records, effective internal controls, regulatory compliance, and sound financial oversight of the organization’s housing programs, loans, grants, and development activities.

Examples of duties

  • Manages accounting and financial activities for CHSA and CHSA Development, including general ledger entries, account reconciliations, financial reporting, cash management, accounts payable and receivable, and maintenance of financial records.
  • Manages organizational, program, grant, and project budgets; monitors revenues and expenditures; reviews financial transactions; and prepares budget projections and financial analyses.
  • Reconciles bank accounts, loan portfolios, funding sources, general ledger accounts, and other financial records to ensure accuracy and audit readiness.
  • Oversees financial administration of the loan portfolio, including review of new loans prior to booking, loan payment postings, payoff and balance verification, delinquency reporting, and coordination with loan servicing staff and systems.
  • Processes and reviews loan, grant, construction, rehabilitation, and program disbursements to ensure expenditures are properly authorized, documented, coded, and charged to the appropriate funding source.
  • Maintains financial records and prepares required financial reports for federal, state, local, philanthropic, corporate, and other funding sources.
  • Provides financial oversight for construction, rehabilitation, and development projects, including review of project budgets, draws, invoices, cost certifications, funding availability, and supporting documentation.
  • Manages the financial administration of restricted funds, grants, loans, and other public and private resources administered by CHSA.
  • Assists with payroll reconciliation, time allocation, and distribution of shared personnel and administrative costs among programs and funding sources.
  • Develops, maintains, and strengthens financial policies, procedures, accounting processes, and internal controls to promote accuracy, efficiency, accountability, and compliance.
  • Coordinates and supports annual financial audits and other financial reviews, including preparation of schedules, reconciliations, supporting documentation, and responses to auditor requests.
  • Monitors compliance with funding agreements, organizational policies, accounting standards, and applicable federal, state, and local financial requirements.
  • Prepares financial statements, management reports, budget-to-actual reports, cash-flow analyses, loan portfolio reports, and other financial information for the Executive Director and Board.
  • Provides financial analysis and support for organizational growth, new programs, lending activities, housing development projects, and the deployment and leveraging of public and private capital.
  • Coordinates with program, lending, and development staff to ensure financial records align with program activity, loan servicing records, construction draws, grant expenditures, and funder reporting.
  • Supports the financial administration and reporting of CHSA-managed housing funds and initiatives.
  • Assists with financial due diligence, funding requests, loan documentation, project closings, and other financial activities associated with CHSA and CHSA Development investments.
  • Maintains organized and complete financial documentation to support transactions, monitoring, audits, funding requirements, and record-retention requirements.
  • Provides financial information and technical assistance to staff, management, funding partners, borrowers, developers, nonprofit organizations, and other stakeholders as appropriate.
  • Supervises and provides guidance to assigned accounting, administrative, or financial support staff, as applicable.
  • Performs other related duties as assigned.

Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field; supplemented by five (5) years of progressively responsible experience in accounting, finance, budgeting, financial reporting, or financial management, including experience with account reconciliations, general ledger activities, and financial statements.

Experience with nonprofit accounting, grant or fund accounting, loan portfolio management, lending, affordable housing finance, or construction/development accounting is preferred.

An equivalent combination of education, training, and relevant professional experience may be considered.

CPA, CMA, or other relevant financial certification is preferred but not required.

Must possess and maintain a valid state driver’s license with an acceptable driving history.

Additional Requirements

Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.

Minimum Standards

SUPERVISORY CONTROLS: Work is performed under the general direction of the Director. The work is reviewed through conferences, reports, and observation of department activities.

GUIDELINES: Guidelines include Housing and Urban Development code of federal regulations, city codes and ordinances, the city building code, and International Building Codes. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied administrative and supervisory duties. Considerable analytical ability is needed to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required.

SCOPE AND EFFECT: The purpose of this position is to administer construction and rehabilitation activities for the department. Participating with others (within and/or outside of community/agency) in program development, service delivery, and supervision of subordinate staff; moderate to serious impact. Successful performance in this position results in the provision of safe and affordable housing for city residents.

PERSONAL CONTACTS: Regular contact with persons of importance and influence involving considerable tact, discretion, and persuasion. Contacts are typically with co-workers, other city employees, elected and appointed officials, representatives of lending institutions, planners, contractors, architects, realtors, neighborhood leaders, members of volunteer organizations, homeowners, homebuyers, renters, landlords, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, motivate personnel, provide services, resolve problems, justify decisions, and negotiate and settle matters.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. . This is sedentary work requiring the exertion of up to 10 pounds of force occasionally.

WORK ENVIRONMENT: The work is typically performed in an office or outdoors, with absence of disagreeable conditions.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: Supervision is exercised over all division personnel.
