Job Description
Personnel performing in this position are experienced and motivated financial management (cost estimator) professionals with the necessary skills to support the DoD Anti-Tamper Executive Agent Field Program Office (ATEA FPO) with the following:
• Provide financial management support, specifically cost and price analysis service, for new and ongoing projects.
• Provide comprehensive cost estimating services, including but not limited to data collection and analysis, cost model development, estimate preparation/documentation, and presentation of findings
• Assist in the development of Request for Proposal (RFP) packages, Justification & Approval (J&A) packages, Acquisition Plans and other acquisition efforts for new technology/product development contracts.
• Perform pre- and post-award procurement functions for a variety of complex acquisitions.
• Prepare contractual file documentation and briefings and assist in the development and execution of approved acquisition strategies.
• Assist in the preparation of documentation applicable to negotiated and competitive procurements for the review and approval of the contracting officer
How you will contribute to our National Security and Defense mission:
As a Financial Manager/Cost Estimator with MTSI, you will be responsible for supporting customers in Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) facilities. You will interact daily with program managers, engineers, other financial managers, and industry subject matter experts across multiple Services supporting Department of Defense (DoD) Services and Agencies, and Intelligence Community (IC) customers. This position is located at Wright-Patterson AFB, OH.
Responsibilities:
Financial management support tasks require in-depth working knowledge of federal procurement regulations and policies as well as the ability to perform complex cost and pricing date analysis. Personnel in this position will interact with many procurement organizations within AFLCMC, Air Force Material Command, the Air Staff, Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and other US military Services and Agencies.
Your essential job functions will include but may not be limited to:
• Provide financial management support, specifically cost and price analysis service, for new and ongoing projects.
• Perform thorough research, analysis, and reviews of all applicable policies, guidance, and regulations to support government Contracting Officer (CO) decision-making.
• Perform pre- and post-award procurement functions for a variety of complex acquisitions.
• Prepare contractual file documentation and briefings and assist in the development and execution of approved acquisition strategies.
• Assist in the preparation of documentation applicable to negotiated and competitive procurements for the review and approval of the CO, including, but not limited to, the following tasks:
- Assist source selection teams in the evaluation of proposals by providing support to cost evaluation teams.
- Assist in the preparation of draft briefings, correspondence, agency reports, and draft legal documents.
- Support meetings, conferences, and site visits as required.
- Coordinate audits by DCAA and other support reports from other government agencies (e.g., DCMA).
- Assist in the preparation of spreadsheets of contractor proposals and perform other analysis to support technical and price/cost evaluations of proposals.
- Provide advice, recommendations, research, and analysis to support CO decisions regarding contractual issues.
- Review, accomplish research, and draft proposed responses in support of a variety of taskings to include agency reports, and other Inspector General/General Accounting Office requests, Congressional inquiries, and other inquiries.
- Assist in the preparation for discussions, communications, and negotiations with offerors/contractors.
Qualifications Required:
• Minimum of 10 years of relevant work experience with the DoD, other government agency, or DoD contractor (years of experience may be waiverable with customer approval).
• Minimum of three (3) years’ experience in a SAP and/or SCI environment within the last eight (8) years (SAP/SCI experience may be waiverable with customer approval).
Education:
• Possess a MA/MS degree in business administration, management, accounting, finance, or economics or an MBA. (Master’s degree may be waiverable with a BS/BA degree and fifteen (15) years of relevant experience or with customer approval).
Clearance Requirements:
• Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
• Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
