The Financial Investigator III is responsible for working alongside Massachusetts State Police investigators in the IEB to perform background reviews of individuals and vendors seeking licensure. Financial investigative work includes, but is not limited to, review, validation, and analysis of information to determine a casino operator’s/vendor's/individual’s integrity, honesty, good character and reputation; financial stability, integrity and background; and business practices. The Financial Investigator III works in a team environment under the guidance of the Financial Investigations Supervisor who evaluates the Financial Investigator’s work through review of work papers and reports. As needed, the Financial Investigator III evaluates and monitors certain business transactions planned or conducted by casino operators/vendors for financial stability and integrity. Duties and Responsibilities (include, but are not limited to):Examine, analyze, and evaluate personal financial records (e.g., account statements, brokerage statements, tax returns, real estate documents, loan agreements, bank records, etc.) to determine source and adequacy of funds, as well as financial documents (e.g. financial statements, audit reports, SEC filings, financial contracts, etc.) from a variety of domestic and international businesses with moderate to high complexity. Review individual investigative reports prepared by Financial Investigators I and II, and provide mentorship and guidance to other members of the Financial Investigations team. Conduct financial monitoring of casino operators/vendors for ongoing suitability analysis (including participation/assistance with annual audits of casino licensees as required by Massachusetts gaming regulations) and re-licensure, review financial information and reports from other gaming jurisdictions, and contact appropriate internal and external sources to confirm accuracy of financial data presented by applicants.Prepare clear and comprehensive financial investigations reports, standard and non-standard correspondence, document all work performed, and maintain files containing work papers and supporting documentation.Collaborates with team members comprised of State Police and other Financial Investigators to conduct interviews and travel as necessary to conduct financial investigations.
Skills and Qualifications:Knowledge of business accounting concepts and methods (PCAOB or AICPA Standards, Generally Accepted Accounting Principles, public entity filings, forms and regulations, and International Reporting Standards (IFRS)), and an understanding of business tax matters, domestic and foreign.Ability to analyze and interpret business accounting data and financial reports, and develop a comprehensive understanding of the laws and regulations relating to the Massachusetts Gaming Commission to apply that knowledge to financial investigations.Ability to perform research on specific issues that may arise.Experience in performing financial analysis and preparing written financial reports.Proficient in Microsoft Office applications including Outlook, Word, Excel, and PowerPoint. Minimum Experience, Education, and Training:Bachelor’s Degree Accounting or Finance and 4-5 years of experience in a finance or accounting role, or an equivalent combination of education and experience. Previous working experience in a regulatory agency or the casino gaming industry.Professional certification (i.e., CPA, CIA, CFA, CFE, CMA) indicating competence in the fields of accounting, auditing, tax, banking, or business valuations preferred. Salary is commensurate with experience. The successful candidate will be required to pass an extensive background check that includes a full credit check, CORI, drug screen, and finger printing. The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor license in Massachusetts.
