ANSER is seeking a Senior Financial Data & Process Strategy Analyst to provide high-level financial analysis, technical expertise, and process improvement support for Chemical, Biological, Radiological, and Nuclear Defense (CBRND) acquisition programs and modernization initiatives. This position supports the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASW) by delivering enterprise-level financial and operational analysis, strategic decision support, workflow modernization, and stakeholder coordination across the CBRND portfolio. In this role you will support senior leadership through data-driven insights, executive reporting, requirements development, and implementation of modernization and digital transformation initiatives that enhance operational readiness and acquisition outcomes.

Day-to-Day Responsibilities

  • Conduct enterprise-level financial data analysis to identify capability gaps, assess portfolio performance, and improve program outcomes across the CBRND enterprise.
  • Develop ROI analyses, cost-benefit models, and operational impact assessments to support strategic decision-making.
  • Analyze acquisition program workflows and operational data to support readiness objectives and modernization timelines.
  • Create and maintain executive-level dashboards, reports, and visualizations for senior leadership briefings and portfolio reviews.
  • Standardize and automate financial and operational reporting processes to improve efficiency and consistency.
  • Lead development of functional and technical requirements for modernization initiatives and acquisition support tools.
  • Conduct stakeholder engagement sessions with program office personnel and technical teams to identify operational challenges and requirements.
  • Translate user feedback into actionable process improvements and system enhancement recommendations.
  • Coordinate stakeholder participation in Integrated Product Teams (IPTs), governance boards, working groups, and modernization forums.
  • Prepare and deliver senior-level briefings, technical summaries, and decision-support materials.
  • Support planning and implementation of enterprise modernization and digital transformation initiatives.
  • Track project milestones, risks, resource requirements, and compliance with acquisition and cybersecurity standards.
  • Manage lifecycle development and enhancement of digital workflow tools and process-driven products supporting ODASW operations.
  • Identify opportunities to streamline operations, eliminate manual processes, and standardize enterprise workflows.
  • Provide in-depth analysis of commercial business transactions, banking operations, and acquisition processes.

Required Qualifications

  • Ability to obtain and maintain a Department of Defense security clearance.
  • Bachelor’s degree in Computer Science, Financial Management, Information Technology, or a related technical discipline.
  • 10+ years of experience conducting enterprise-level financial data analysis to assess capability gaps, evaluate portfolio performance, and improve program outcomes.
  • 10+ years of experience working with banking and financial process stakeholders.
  • Demonstrated experience developing ROI analyses, cost-benefit models, and operational impact assessments.
  • Strong understanding of financial operations, processes, procedures, transactions, and workflow optimization.
  • Expert knowledge of commercial banking and financial practices and standards.
  • Experience developing high-level financial functional and technical requirements.
  • Knowledge of financial processes and capability development frameworks.
  • Strong analytical, communication, and stakeholder management skills.
  • Experience supporting modernization, digital transformation, or acquisition-related initiatives.
  • Proficiency in executive-level reporting, dashboard creation, and data visualization tools.
