Performs financial analysis and regulatory work involving compiling, reviewing, and analyzing financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Works under general supervision, with limited latitude for the use of initiative and independent judgment.Essential Duties:Identifies trends, variances, risks, and opportunities through data analytics and develops actionable recommendations.Develops and maintains financial models, dashboards, and reports to maximize funding utilization and minimize lapse risk.Provides financial analysis and technical expertise to leadership, districts, divisions, and external stakeholders.Reviews and prepares FPAAs, AFAs, and related funding documents to ensure financial integrity and regulatory compliance.Produces executive-level financial reports, funding analyses, and performance metrics for leadership, Commission, and statewide initiatives.Supports agency initiatives, legislative implementation, and business process improvements through financial analysis and funding strategy development.Analyzes appropriations and transportation legislation to determine funding eligibility, assesses impacts to federal and state transportation programs, and provides recommendations to leadership on funding strategy and compliance.Performs other duties as assigned.
Minimum Qualifications:Education: Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related Mgmt. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum QualificationsExperience: 3 years financial analysis work. (Experience can be satisfied by full time or prorated part time equivalent).*Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis.*Preferred Qualifications:Bachelor's degree in accounting, business administration, finance, economics or a related field is highly preferred
