Performs financial analysis and regulatory work involving compiling, reviewing, and analyzing financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Duties:

  • Identifies trends, variances, risks, and opportunities through data analytics and develops actionable recommendations.
  • Develops and maintains financial models, dashboards, and reports to maximize funding utilization and minimize lapse risk.
  • Provides financial analysis and technical expertise to leadership, districts, divisions, and external stakeholders.
  • Reviews and prepares FPAAs, AFAs, and related funding documents to ensure financial integrity and regulatory compliance.
  • Produces executive-level financial reports, funding analyses, and performance metrics for leadership, Commission, and statewide initiatives.
  • Supports agency initiatives, legislative implementation, and business process improvements through financial analysis and funding strategy development.
  • Analyzes appropriations and transportation legislation to determine funding eligibility, assesses impacts to federal and state transportation programs, and provides recommendations to leadership on funding strategy and compliance.
  • Performs other duties as assigned.

Minimum Qualifications:

Education Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related Mgmt. Relevant work experience may be substituted for degree on a year per year basis Substitutions for Minimum Qualifications

Experience 3 years financial analysis work. (Experience can be satisfied by full time or prorated part time equivalent).*

Preferred Qualifications:

  • Bachelor's degree in accounting, business administration, finance, economics or a related field is highly preferred

Competencies:

Extensive knowledge of -

  • Financial analysis, data extraction, and reconciliation across multiple financial and operational systems
  • Advanced analytics and reporting tools, including Excel, Tableau, and Power BI
  • Creating executive-level financial reports, dashboards, and presentations
  • Identifying trends, risks, and opportunities to drive informed business decisions and improve financial performance

Considerable knowledge of -

  • Financial regulations, policies, and compliance requirements
  • Financial reporting development, data analysis, and business intelligence solutions
  • Data quality assurance, trend analysis, and performance measurement
  • Communicating financial insights and recommendations to support decision-making

Proficient skill in -

  • Responding to incoming requests from business areas on reports and applications.
  • Monitoring the status and progress of projects
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Analyzing and organizing business, financial, and technical data
  • Ability to communicate effectively

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
