Summary

The Department of Business and Industry is recruiting to fill an unclassified Financial Analyst position within the Nevada Transportation Authority (NTA) in Las Vegas. The NTA administers state laws pertaining to passenger transportation, household goods movers, storage of household goods, and tow cars. Statutory Authorities include NRS 706, 706a, 706b, 712. The Applications Unit serves as the agency’s central intake, application-review, and certification/permitting unit for the Nevada Transportation Authority. Under the direction of the Applications Manager, the Financial Analyst will evaluate applicants’ financial fitness, proposed business models, evidence of market support and viability, and conduct review of annual reports and other financial filings. They will establish a complete, accurate, and timely record for every filing by identifying deficiencies early; providing applicants with an opportunity to cure those deficiencies, moving matters to decision without avoidable delay, and preparing clear, accurate, and legally supportable regulatory documents.

Examples of duties

Two years of experience in finance or accounting, preferably with investigating and analyzing financial documents relating to the sustainability or health of a company. Applicants must also be an effective multi-tasker in a fast-paced work environment and demonstrate an intermediate proficiency level with Microsoft Excel, Word, and Access.

The following are preferred but not required:

• Bachelors Degree from an accredited college or university in finance or accounting or a Masters degree with major coursework in finance or accounting.
• CPA certification.
• Experience in accounting or finance in a regulatory setting.
• Understanding of the Nevada Revised Statutes relating to Motor Carriers.

Qualifications

Responsibilities include, but are not limited to, the review and evaluation of applications and other filings for completeness, financial fitness, and regulatory compliance and preparing clear written deficiency notices, staff analyses, agenda item descriptions, draft orders, certificates, tariffs, permits, and related regulatory documents for consideration by the Authority; present staff findings and factual or expert testimony during administrative hearings and General Sessions, as assigned; maintain a professional and ethical decorum in all interactions and communications with the regulated carriers, applicants, consultants, attorneys, governmental agencies, and members of the public; and assist with special projects and the development or revision of regulations, legislation, policies, forms, and internal procedures relating to financial and tariff responsibilities.

Supplemental information

• Ability to assess financial fitness in accordance with Nevada regulations and Generally Accepted Accounting Principals (GAAP) and prepare analysis and testimony at administrative hearings, general sessions, and other public meetings.
• Willingness to maintain records in accordance with the Authority's records practices, the Open Meeting Law, and the Nevada Public Records Act.
• Proficiency with the independent prioritization and organization of assigned workload to meet statutory, regulatory, agenda, and internal deadlines.
• Exhibits professionalism in performing all duties and in representing the Division and the Department.
• Works a full-time, 40-hour workweek as assigned, independently, and as scheduled.
