MassDEP seeks applicants for a Financial Analyst.The Financial Analyst is responsible for supporting departmental financial management through accurate financial reporting, payroll analysis, auditing, and correction of payroll transactions. The position ensures payroll activity is properly coded, aligned with budget and funding requirements, and accurately reflected in financial systems to support leadership decision-making.

Duties include, but are not limited to, the following:

  • Financial and Payroll Reporting: Develop, maintain, and enhance Power BI reports and dashboards to support departmental financial oversight. Prepare biweekly and ad hoc financial and payroll reports, including FTE tracking, payroll charges, expenditure queries, labor cost analysis, and other reporting needs for leadership and management review.

  • Payroll Auditing and Compliance: Conduct biweekly payroll audits to ensure accuracy of payroll charges, proper coding by program, activity, function, cost center, and funding source, and correct FTE counts. Identify, research, and communicate discrepancies, trends, and potential compliance concerns.

  • Payroll Corrections and Transaction Processing: Prepare, execute, and monitor payroll-related corrections and transactions, including reallocations, chargebacks, and other labor distribution adjustments in state data systems. Ensure corrections are accurate, timely, properly documented, and aligned with approved budgets and funding requirements.

  • Data and System Integrity: Partner with Human Resources and finance stakeholders to maintain accurate personnel charging records, cost centers, labor cost structures, and funding allocations. Perform periodic reviews to ensure payroll and personnel data remain current, complete, and consistent across systems.

  • Analytical and Operational Support: Provide ongoing financial and payroll analysis to support budget monitoring, forecasting, variance review, and departmental decision-making. Assist with special projects, process improvements, audits, and other finance-related assignments as needed.

Preferred Qualifications:

  • Advanced Excel (pivot tables, formulas, data analysis)Experience with Power BI or similar reporting tools,

  • Ability to run and interpret financial and payroll queries

  • Understanding of Staff Changes tracking, payroll accounting, and cost allocation Familiarity with government/public sector funding structures (operating, federal, trust funds) is a strong advantage.

  • Attention to Detail: Critical for catching payroll discrepancies, coding errors, and ensuring accuracy in reports.

  • Analytical Thinking: Ability to interpret data, identify trends, and support budget decisions.

  • Problem-Solving: Comfortable diagnosing payroll issues and executing corrections across systems.

  • Accountability & Integrity: Handles sensitive financial/payroll data with accuracy and confidentiality.

  • Organization: Manages recurring reports, audits, and ad-hoc requests without missing deadlines.

  • Read and interpret financial reports, accounts and ledgers.

  • Ability to perform mathematical calculations using formulas to solve accounting problems.

  • Ability to follow and give oral and written instruction.

  • Ability to gather information by examining records and documents and through questioning individuals.

  • Ability to prepare financial reports and maintain accurate records.

  • Ability to write concisely and express thoughts clearly.

  • Ability to develop logical conclusions and exercise sound judgment.

  • Ability to independently direct and manage workload and individual projects.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

II. A Graduate degree with a major in accounting, business administration, or business management may be substitute for a maximum of two years of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience. No substitution will be allowed for the required (B) experience.
