About the Program

The PNG Australia Transition to Health (PATH) is a six-year (2020-2026) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

PATH assists National Department of Health (DoH), Provincial Health Authorities (PHAs), Bougainville Department of Health (BDoH) and other peak bodies within the health sector such as The Pediatric Society of Papua New Guinea (PSoPNG) to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.

  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcome (IO’s) are: PHA Leadership, Enhanced GEDSI Capacity and Essential Health Services.

PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

About the Opportunity

The PATH Program is looking for an enthusiastic Finance Officer to support the Financial Coordination of one of its implementation partners, The Maternal Child TB-HIV Project (MCTHP) and The Paediatric Society of Papua New Guinea (PSPNG), ensuring timely payment processes, proper record keeping and financial management.

The Maternal Child TB-HIV Project was established in 2016 to provide dedicated treatment of children and families affected by TB and HIV. Each year, the project cares for nearly 900 children diagnosed with TB and their families. To improve the delivery of care and to manage the burden of the disease, additional human resources are being recruited to help manage a staff of 15 persons.

This position reports directly to the Project Manager, with a matrix reporting line to the President of the Paediatric Society of PNG

Key accountabilities

1. Effective, efficient and ethical management of the project budget.

2. Perform financial management duties of PSPNG where required.

3. Maintain an up-to-date records of budgets, expenditures and acquittals.

4. Implement proper checks and balances systems in conjunction with MCTHP staff.

5. Maintained strong and productive relationships with key staffs within the organization and counterparts.

Key deliverables

The expected outcomes are:

1. Maintained financial integrity of The Maternal Child TB-HIV Project.

2. Maintained financial integrity of The Paediatric Society of PNG.

3. Deliver quarterly and financial reports on time and to a professional standard.

4. Supervise the delivery of an incentive program for TB patients.

5. Positive and/or satisfactory feedback from staffs and counterparts.

Working Arrangement and relationships

  • The FO will be based at the MCTHP office at Port Moresby General Hospital (3-mile).

  • The FO will interact with various stakeholders including National Department of Health (DoH), Provincial Health Authorities, NGOs, Donors and other agencies.

About You

  • At least 2 years of professional experience as a Finance Officer.

  • Tertiary qualification in Accounting.

  • Demonstrated skills and experience using Microsoft Office

  • Exceptional communication skills in building sound working relationships with partners and client.

  • Must be resourceful and possess the ability to work independently and as a team.

  • Ability to meet deadlines and manage competing demands.
