GENERAL INFORMATION

JOB TITLE: Finance Officer

DURATION: 06 Months (Renewable)

ORGANIZATIONAL CONTEXT:

Finance operations for the Yemen Country Office had been centralized in Sana’a. Following the incidents in northern Yemen, the offices were seized and WFP operations in the northern offices were subsequently paused. Consequently, the contracts of Finance staff in the northern offices were terminated on 31 March 2025. The Finance Officer Short-Term Position (STP), one of the core positions in the approved organogram, has also been discontinued in 2026 under Staffing Framework 2.0.

This CST II position is intended to fill the gap in work previously performed by the STP during the transition period, until the new position contract type is determined and approved.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Head of Finance or the Head of Finance Officer-in-Charge, the incumbent will:

• Lead and manage the ICSP YE02 closure, including closure of open items and transfer of resources from ICSP YE02 to ICSP YE04.
• Ensure the regular performance of bank reconciliations, disbursements, clearance of receivables, overall cash management, and yearly, quarterly, and monthly financial closures in accordance with corporate requirements.
• Support internal and external audit exercises by providing supporting documents and coordinating with spending units to provide explanations and justifications for any queries or observations.
• Coordinate required budgets, monitor spending and unspent balances, and take the required follow-up actions.
• Design, implement, monitor, and analyze budgets for new and ongoing projects in accordance with established corporate procedures.
• Ensure hands-on knowledge transfer on budget management for associated costs, including staff, premises, UN common services, cost recovery projects, and other related costs.
• Lead accurate financial reporting and analysis in line with IPSAS, ensuring timely delivery, accuracy, and compliance with accounting processes and corporate governance requirements.
• Train finance staff to develop required financial reports, such as extrabudgetary resources versus non-ICSP resources monitoring reports for the Yemen Country Office, in Tableau or any other WFP application.
• Ensure knowledge transfer on contribution management, grant closure, and optimization of contribution spending, ensuring effective and efficient resource utilization in alignment with donor requirements and relevant terms and conditions.
• Develop a Standard Operating Procedure for the ICT/ETC Cost Recovery Project.
• Develop a Standard Operating Procedure for grant-related contribution management.
• Address capacity gaps in the Finance function as required.

DELIVERABLES AT THE END OF THE CONTRACT:

• Complete ICSP YE02 closure activities, including open-item clearance and resource transfer to ICSP YE04.
• Deliver timely and accurate financial closure reports and supporting documentation.
• Update budget, contribution, and resource-monitoring reports as required.
• Develop SOPs for the ICT/ETC Cost Recovery Project and grant-related contribution management.
• Document knowledge-transfer support provided to Finance staff.
• Support improvements to Finance business processes.

Qualifications and Experience:

Education:

Advanced university degree in Finance, Business Administration, Accounting, or a related field, or a first university degree in the same subject area with additional years of related work experience, plus membership in an internationally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Institute of Certified Public Accountants (ICPA), or equivalent.

Experience Knowledge & Skills:

Experience working in finance and project management, preferably in the field and within a humanitarian institution.

Languages:

Fluency in English and Arabic is required.
