About the Position Under general direction of the Director of Public Works, plans, organizes, directs, monitors and supervises the fiscal functions of the County’s Department of Public Works. Performs a variety of complex financial and professional analysis, planning, and administrative work as required.

Ideal Candidate The ideal candidate is a highly detail-oriented finance professional with demonstrated experience in government cost accounting, annual budget development, and financial reporting. This individual is a collaborative and cohesive leader who fosters a positive team environment while effectively supervising and mentoring a small finance staff. The successful candidate possesses strong analytical, organizational, and problem-solving skills, with the ability to manage multiple priorities, ensure compliance with applicable regulations and accounting standards, and support sound fiscal decision-making. They communicate effectively and contribute strategically to the financial health and operational goals of the organization.

Examples of duties

  • Plans, organizes, directs, and supervises the accounting, cost accounting, fiscal control functions of the department, ensuring compliance with all applicable policies, procedures, regulations and laws.
  • Assigns, supervises, reviews and evaluates the work of assigned support personnel.
  • Develops, monitors and analyzes budgets and budget activities for the department’s major divisions and individual programs and projects; prepares budget summaries as required.
  • Ensures the accurate and efficient accounting and reporting of department financial activities according to generally accepted accounting standards and procedures; analyzes and adjusts cost accounting information.
  • Prepares financial statements and reports for the County and other agencies as required.

Qualifications

Minimum Qualifications

  • Equivalent to the completion of twelfth (12th) grade and graduation from an accredited college or university with a Bachelor’s degree in business administration, public administration, or a closely related field
  • A minimum of five (5) years experience in a progressively responsibleposition with at least two (2) years of that being supervisory
  • Other combinations of education and experience may be considered

License & Special Requirements:

  • A valid California Class C driver’s license or alternative form of transportation may be required for some positions at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

The department is currently recruiting for one (1) vacancy.

In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Finance Manager, as well as subsequent vacancies which occur during the life of the eligibility list.
