Role Purpose

The Finance Coordinator is responsible for ensuring strong financial management, effective internal controls, and accurate accounting and reporting in line with organizational policies, project frameworks, and donor requirements. The role supports effective budget monitoring, forecasting, and financial analysis across projects, while also overseeing partners’ financial compliance through the review of financial reports, supporting documents, and payment documentation. In addition, the Finance Coordinator contributes to strengthening partners’ financial management capacity, ensuring timely advance settlement, proper documentation, and overall audit readiness.

Dimensions of the Role

Under the guidance and direct supervision of the Country Finance Manager, the Finance Coordinator is based in Beirut and ensures timely, accurate, and compliant financial management, accounting, and reporting across assigned projects. The role supports both internal and external reporting requirements, ensuring full compliance with Plan International policies as well as donor rules and regulations.

The Finance Coordinator works closely with programme and operations teams, including the Programme Unit, to support budget monitoring, forecasting, and financial planning. The role also entails close engagement with implementing partners, including the review of partners’ financial reports, supporting documentation, and payment requests to ensure compliance, transparency, and accountability.

In addition, the Finance Coordinator contributes to strengthening partners’ financial capacity, supports audit preparedness, and plays a key role in ensuring effective coordination between finance, programme, and operations functions.

Accountabilities

1. Financial Monitoring (40%)

• Conduct financial reviews during internal and partner kick-off meetings.
• Prepare internal financial reports and partner budget templates in line with FAD approval.
• Produce monthly consolidated financial reports and share with Project Managers for review and budget validation.
• Coordinate monthly and quarterly forecasts with Programme teams.
• Perform detailed budget vs. expenditure analysis and follow up on variance explanations.
• Attend monthly programme meetings for assigned projects.
• Review monthly payroll data received from HR to ensure accurate project allocations.
• Ensure proper filing and maintenance of all financial records.
• Completing month-end package including trial balance, income, bank & partner reconciliation for submission to Global Hub.
• Support Finance Officers in ensuring accurate documentation review and proper accounting entries.

2. Partner Financial Management & Capacity Strengthening (30%)

• Participate in partner due diligence processes, including financial assessments.
• Review financial components of Partnership Agreements for compliance and completeness.
• Review partners’ financial reports, supporting documentation, and payment requests to ensure compliance with donor and organizational requirements.
• Prepare partner verification reports and conduct regular spot-check visits.
• Lead partnership verification processes and share key findings with relevant internal stakeholders.
• Validate partner payments, ensuring completeness and accuracy of supporting documents.
• Engage with partners to address financial management gaps and strengthen their capacity.
• Ensure compliance with partner contractual financial obligations, including timely reporting and audit readiness.

3. Accounting, Disbursements & Reconciliations (20%)

• Review and validate journal entries, including payroll, shared cost, and rent allocations.
• Review and validate bank and cash transactions prior to posting in the accounting system.
• Record partner expenses and reconcile partner balances within the system.
• Reconcile and clear balance sheet accounts on a regular basis.
• Manage cash advances, disbursements, and retirements, ensuring proper documentation and timely clearance.
• Verify supporting documents for all payments submitted by operations.
• Ensure accurate posting of financial transactions and identify and correct mis-postings in the system.
• Support Finance Officers in ensuring proper documentation and accurate accounting entries.

4. Reporting, Donor Compliance & Audit (10%)

• Prepare timely and high-quality donor financial reports and maintain the financial reporting tracking sheet.
• Prepare consolidated monthly grants management reports for internal review.
• Support project closure processes, including financial reconciliation and full budget utilization.
• Ensure audit readiness by maintaining complete, accurate, and accessible financial documentation.

Technical expertise, skills and knowledge

Demonstrable knowledge and understanding of:

• The context in Lebanon, particularly on issues affecting the rights and well-being of children and young people, especially girls and young women;
• The civil society landscape in Lebanon, and the capacities of local organisations;
• The donor landscape in Lebanon, in addition to donors’ strategy and requirements;
• Knowledge of developing/maintaining financial internal control and risk management concepts and systems
• Knowledge of applicable local laws and regulations (NSSF, taxes, etc.)
• Humanitarian principles and “do no harm” approach.

Qualifications and Experience

• Bachelor degree in Accounting/Finance or related Business degree, CPA/ACCA qualification an added advantage
• At least 3-5 years of relevant working experience in the field of accounting and finance.
• In-depth knowledge and experience of the Finance and accounting preferably in Non-profit making organisation, SAP experience will be an added advantage.
• Experience with handling finances and building capacity for teams to deliver.
• Grants Financial experience in development sector
• Excellent written and oral communication skills, with excellent command of spoken and written English and Arabic.
