The position

The Finance and Operations Officer is responsible for providing effective oversight of the financial, administrative, procurement, and operational functions of the MECPZ Teachers Training Institute. The position ensures sound financial management, compliance, accountability, efficient use of institutional resources, and effective administrative support to enable the College to achieve its strategic and operational objectives.

The Officer serves as a key link between the College and MECPZ Head Office, ensuring effective coordination, communication, and timely support on finance, administration, procurement, human resources, and other operational matters.

Key Responsibilities

Financial Management and Control

  • Oversee the College's day-to-day financial management, including revenues, expenditures, student fees, receivables, payables, cash, and petty cash.
  • Ensure accurate, timely, and properly authorized recording and maintenance of financial transactions and records.
  • Monitor budgets, cash flows, reconciliations, and financial performance, and provide timely management information.
  • Ensure compliance with MECPZ financial policies, applicable laws, regulations, and donor requirements.
  • Coordinate audit processes and follow up on audit findings and recommendations.
  • Safeguard College funds, financial records, and other financial resources.

Administration, Procurement and Assets

  • Oversee effective day-to-day administration and ensure efficient provision of office and operational support.
  • Coordinate procurement in accordance with approved policies, ensuring transparency, competitiveness, quality, timeliness, and value for money.
  • Manage supplier relationships, procurement records, and relevant databases.
  • Facilitate quotation and bid evaluation processes and support effective contract and supplier management.
  • Ensure proper recording, safeguarding, maintenance, and utilization of college assets and facilities.

Coordination and Stakeholder Management

  • Act as the principal liaison between the College and MECPZ Head Office on financial, administrative, procurement, and operational matters.
  • Facilitate effective communication and coordination between College Management, staff, Head Office, suppliers, and other stakeholders.
  • Provide financial and administrative advice to the College Head and Management to support informed decision-making.
  • Participate in management meetings and contribute to the effective planning and delivery of College operations.

Compliance, Risk and Accountability

  • Maintain effective internal controls and promote a culture of accountability, integrity, transparency, and responsible stewardship of institutional resources.
  • Identify and mitigate financial, administrative, procurement, and operational risks.
  • Ensure timely implementation of recommendations arising from audits, reviews, and compliance assessments.

General Responsibilities

  • Support continuous improvement of financial, administrative, procurement, and operational systems and processes.
  • Maintain confidentiality and high standards of professional conduct.
  • Perform other duties assigned by the College Head that contribute to the effective functioning of the College and achievement of its objectives.

The requirements

Qualifications and Experience:

  • Bachelor’s degree in finance or accounting with at least three years of relevant experience.
  • Proficient in MS Office applications and accounting software, possess strong communication skills, and have experience in financial reporting, external audits, donor audits, and grant reviews.
  • Work effectively with diverse stakeholders, demonstrate integrity and teamwork,
  • Uphold MECPZ values and be committed to safeguarding and promoting the welfare of children and vulnerable adults.
