Job Description

Overall governance

• Ensure understanding of treasury policies and guidelines, to provide guidelines to junior members.

• Support periodic revision of policies, standards, guidelines, work processes and procedures that are relevant to treasury/operation finance work, to ensure efficient operation and alignment with company’s policies & compliance with relevant governance.

Function-related accountabilities

1. Liquidity management and Fundraising

• Forecast short-term, medium-term, and long-term company cash requirements and cash surplus, in order to provide inputs for funding and liquidity management plan development.

• Develop short-term and medium-term liquidity management plan, as well as coordinate and provide input in the development of the group’s financial strategy and plan, in order to ensure cash flow stability to support business operations.

• Supervise junior members in performing analysis on money market performance, trends and variances, in order to efficiently manage short-term investment and to ensure that company is able to adjust the source of funds accordingly for optimal cost in a timely manner.

• Plan, execute, and control fundraising activities in order to obtain the optimal cost of funds and sufficient amount of funds in a timely manner.

• Control short-term investment to optimize profits and ensure optimal cash and liquidity for the company.

• Revise quarterly and annual statutory reporting disclosure requirements in relation to treasury transactions as well as develop other relevant documentation and report to relevant parties, in order to evaluate the company’s performance and seek improvement opportunities.

• Perform bank guarantee (B/G) issuance to relevant stakeholders, as well as preparing outstanding reports to the accounting department (ACD) and filing original copies of B/G to ensure smooth operations in securing WHA's benefits.

• Apply and maintain users for internet banking systems to ensure information security.

• Perform activities in managing relationships with financial institutions and sponsors to enhance opportunities to further business performance.

2. Petty cash management

• Perform tasks in the process of petty cash payment to petty cash requestors and petty cash reimbursement in order to ensure a sufficient amount of petty cash running for day-to-day business operations.

• Supervise junior members in supporting ACD in the process of clearing advance to ensure the cash returned amount is deposited into the company's bank account correctly.

• Set up bank accounts and perform other related activities in order to support the organization’s cash collection and payments functions (if any).
