Finance and Administration Officer based in Kampong Cham or Kampong Chhnang (2 positions - one in each province).

Role Purpose

Save the Children International Cambodia is one of the Executing Entities for “Building the Climate Resilience of Children and Communities through the Education Sector Project (BRACE)”, which is funded by the Green Climate Fund (GCF). The BRACE is a five-year project that will be co-executed by Save the Children in Cambodia and the Ministry of Education, Youth and Sport (MoEYS).

The BRACE project focuses on enhancing the climate resilience of the education sector and addressing risks and impacts from droughts, heat stress, and floods.

1. Component 1: BRACE will support MoEYS to systematically integrate climate resilience and adaptation into school infrastructure, curriculum, policy, and emergency response.
2. Component 2: BRACE will work directly with the MoEYS to strengthen its access to climate finance through the preparation of easy-to-use guidance and engagement in National Adaptation Planning processes.
3. Component 3: BRACE will strengthen coordination and knowledge sharing on climate change actions for education interventions in Cambodia.

The Finance and Administration Officer provide the financial, Supply chain (logistics, procurement) and administrative management support for the BRACE and other projects in Kampong Cham or Kampong Chhnang provincial office. This position ensures compliance with robust financial, procurement, and administrative systems, manages complex budgeting and reporting requirements across the projects, and supports/builds capacity on Save the Children’s finance, supply chain and administration policies for all field programme staff. The post holder is also responsible for safeguarding resources, optimizing asset utilization, and maintaining transparent, accountable operations within the provincial coverage areas.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Qualifications

• Bachelor's degree in accounting/finance or related subject

Essential

• Minimum 3 years of similar working experience, preferably with NGO and INGO
• Proven strong accounting and analytical skills, good attention to detail
• Good teamwork with related field and other project staff
• Good in English and fluency in Khmer and proficiency in Microsoft Office
• Experience providing administrative support and undertaking procurement
• Ability to work under pressure, both independently as well as part of the team
• Strong commitment to the organisation and highly motivated person
• Good communication skill, good interpersonal skills and ability to work in an international environment

Desirable

• Willing to travel and stay in the provinces to review and support field activities
• Willing to work in emergency situation
• Ability to work long hours under pressure and to meet deadlines.

Contract length: Unspecified Duration Contract (UDC).
