Oversee day-to-day departmental functions and assist the QHSE Manager with the planning and coordination of the Health, Safety and Environmental affairs of the Company and Services by performing the following designated duties.
Other duties and projects as required.
Liaison with District HSE on day-to-day HSE functions and report any significant events to QHSE Manager.
Conduct and participate in HAZID (Hazard Identification) sessions to identify potential operational,
environmental, and travel hazards.
Review and ensure that Job Safety Analysis (JSA), Permit-to-Work (PTW), and toolbox talks are completed prior
to any activity.
Recommend control measures to mitigate risks to the ALARP (As Low As Reasonably Practicable) level.
Participate in HAZOP or task risk assessments for high-risk operations such as lifting, hot work, or confined
space entry and change management assessments.
Incident Reporting & Investigation
Lead investigations of accidents, near misses, and unsafe acts/conditions; identify root causes and corrective
actions.
Maintain incident statistics (LTI, MTI, Near Miss, First Aid, Motor Vehicle Incidents).
Submit reports to QHSE Manager and client as required by contract.
Track closure of corrective actions and lessons learned.
Ability to implement TapRoot investigation methodology
Camp / Staff house HSE Oversight
Conduct periodic camp and accommodation inspections to verify compliance with company and regulatory standards (e.g., Saudi Civil Defense, Ministry of Health) and client requirements.
Check hygiene, housekeeping, pest control, drinking water quality, waste segregation, and fire safety systems.
Ensure availability and maintenance of life-saving equipment
Coordinate with Camp Boss to ensure sanitation, ventilation, and potable water systems are
maintained.
Ensure implementation of the preventive maintenance program for firefighting and detection systems.
Conduct drills and emergency evacuation training.
Conduct health awareness campaigns (food hygiene, heat stress, communicable diseases, etc.).
Maintain camp safety reports, inspection checklists, and nonconformance records.
Implement the Well-Being program.
Training and Communication
Conduct HSE induction for new employees and visitors.
Organize toolbox talks, safety meetings, and awareness campaigns.
Promote safety leadership and encourage reporting through “Stop Work Authority.”
Support behavior-based safety (BBS) and observation programs.
Emergency Preparedness & Response
Develop, review, and evaluate Emergency Response Plans (ERP) for work sites, journey management, and
accommodation facilities.
Conduct drills for fire, medical, evacuation, and transportation emergencies.
Environmental Management
Oversee waste segregation, oil spill prevention, and environmental monitoring at the site and camps.
Ensure compliance with ecological standards and disposal permits.
Promote reduction, reuse, and recycling initiatives.
Prepare and submit monthly ESG reports to the QHSE Manager.
Assist with investigations assigned.
Journey Management
Ensure Implementation and monitoring of the Journey Management Plan (JMP) for all company and contractor
vehicle movements.
Coordinate with the Journey management team and site supervisors to ensure compliance with company and
client journey management procedures.
Report and investigate all motor vehicle incidents (MVIs), including near misses and unsafe driving behaviors.
Prepare monthly driving behavior analysis and monthly reports.
Contractor & Stakeholder Coordination
Verify contractor HSE plans, procedures, and personnel competency.
Conduct joint inspections and coordinate HSE performance meetings.
Ensure third-party vendors comply with Nabors HSE requirements.
Assist in questionnaire preparation.
Proof drafts prepared by the Administrator and report/review any out-of-the-ordinary inquiries to the QHSE
Manager.
Ability to perform essential functions of this position with or without reasonable accommodation.
Must be able to travel to work sites within the district and/or other areas.
Minimum of 5 years’ experience in a similar position for another drilling/service contractor or 6 months of service with Nabors
Ability to read, analyze, and interpret common reports.
Must be able to communicate with upper management as well as semi-skilled laborers to help ensure a clear understanding of company HSE guidelines, rules, policy, and procedure.
Must be familiar with Saudi local law and regulations, can understand client requirements, and follow up on implementation.
Hold HSE professional certificate(s), such OSHA-30H, NEBOSH IGC.
Preferred Qualifications:
Two or four year technical degree. Engineering or technical.
Industry and/or regulatory courses and training.
Previous HSE.
Knowledge of safety, health, and environmental policy and practices with general knowledge of human resources functions.
Bi-lingual (minimum English/Arabic).
Familiarity with PowerPoint, Outlook, Word, Excel, and Power BI is a plus.
