Field Quality Manager – Asset Management

Location: Dallas, TX and Houston, TX
Business Unit: Asset Integrity
Reports To: Asset Management Program Manager / Senior Project Manager

About Orbital Engineering

For more than 55 years, Orbital Engineering, Inc. (“Orbital”) has partnered with industrial owners to create, improve, and sustain critical infrastructure. Our Asset Management and Asset Integrity services help clients proactively manage aging assets, reduce risk, and make informed lifecycle decisions through engineering, inspection, and data‑driven programs.

Orbital team members are guided by a shared commitment to trusted relationships, accountability, innovation, and technical excellence. We are seeking experienced, detail‑oriented professionals who bring strong field knowledge and sound engineering judgment to ensure the quality and reliability of inspection outcomes.

Orbital is seeking a Field Quality Manager to provide independent field quality reviews of recently completed inspections across Asset Integrity and Asset Management programs. This role is responsible for verifying that inspections were performed thoroughly, consistently, and in accordance with Orbital standards, client requirements, and industry best practices—and that no critical assets or conditions were overlooked.

The Field Quality Manager serves as a second set of experienced eyes in the field, performing targeted follow‑up inspections, spot checks, and quality audits. This position works closely with the Asset Management Program Manager and Field Project Managers to identify gaps, trends, training needs, and opportunities for continuous improvement. The role requires significant field presence and professional judgment.

Key Responsibilities

Field Quality Reviews & Verification

  • Conduct independent field quality reviews of recently completed structural and infrastructure inspections
  • Verify inspection coverage, asset boundaries, access methods, and inspection levels were appropriate for asset risk and complexity
  • Confirm that observable deficiencies, deterioration mechanisms, and safety concerns were properly identified and documented
  • Perform targeted re‑inspections or spot checks to ensure no critical conditions or assets were missed

Data & Reporting Quality Assurance

  • Review inspection photographs, field notes, and supporting documentation for completeness, clarity, and technical accuracy
  • Validate consistency between field conditions and reported findings, priorities, and descriptions
  • Identify discrepancies, omissions, or inconsistencies in inspection data and communicate findings to the Program Manager
  • Support defensibility of inspection results for use in risk‑based prioritization and capital planning

Standards, Consistency & Continuous Improvement

  • Ensure inspections align with Orbital inspection procedures, technical standards, and client‑specific requirements
  • Identify systemic issues, recurring gaps, or trends across inspectors, sites, or programs
  • Provide feedback to Field Project Managers and inspectors to improve inspection execution and data quality
  • Support development and refinement of inspection standards, checklists, and quality review processes

Safety & Professional Practice

  • Comply with all Orbital, client, OSHA, MSHA, and site‑specific safety requirements
  • Promote a strong safety culture during all field quality review activities
  • Serve as a technical role model for field staff, reinforcing professional judgment, consistency, and accountability

Qualifications

  • Bachelor of Science degree in Structural Engineering, Mechanical Engineering, Civil Engineering, or a related technical discipline, or equivalent combination of education and extensive field inspection experience
  • Minimum of 8–12 years of experience performing or overseeing structural or asset integrity inspections in industrial environments
  • Strong hands‑on knowledge of industrial structures, deterioration mechanisms, and inspection methodologies
  • Demonstrated ability to identify missed conditions, incomplete coverage, or inconsistent inspection practices
  • Excellent observational, documentation, and communication skills
  • Ability to travel regularly to client sites and work in industrial field environments

Preferred

  • TWIC card holder
  • Experience supporting Asset Management, Asset Integrity, Mechanical Integrity (MI), or Risk‑Based Inspection (RBI) programs
  • Prior experience in quality assurance, peer review, senior inspection, or technical audit roles
  • Familiarity with digital inspection tools, asset databases, and inspection tracking platforms
