Job Description

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative funded by the U.S. Department of State for the period 2019-2027. EpiC is led by FHI 360, in partnership with Right to Care, Palladium International, and Population Services International, and leverages the expertise of regional and local partners. EpiC provides high-quality technical support at community, facility, district, regional, and national levels and works closely with stakeholders to strengthen health security systems and outcomes.

The U.S. Department of State in Indonesia is supporting EpiC to implement a Global Health Security (GHS) project from October 1, 2025, through January 31, 2027. The EpiC GHS Indonesia project aims to strengthen the country's capacity to prevent, detect, and respond to threats of zoonotic and emerging infectious diseases with pandemic potential in targeted geographic areas by:

Strengthening integrated disease surveillance systems; Accelerating laboratory confirmation and testing capacity; Strengthening cross-sectoral coordination, collaboration, and ownership prevention and management priority diseases.

The project is led by a dedicated team based in Jakarta that works closely with three Provincial Coordinators and district-level Field Officers across the three target provinces: Banten, West Java, and East Java.

EpiC GHS staff collaborate with national and sub-national health authorities, including but not limited to Tim Koordinasi Daerah (TIKORDA) for One Health, local health offices, key decision-makers, Puskesmas, public health laboratories, and EpiC GHS subaward partners supporting community-based surveillance and risk communication activities.

The Field Officer of Kota Serang will work closely with the Banten Provincial Coordinator to provide planning, implementation, coordination, and monitoring support for the Global Health Security (GHS) implementation within the assigned province. The Field Officer will coordinate the technical implementation of project activities with relevant health authorities and subaward partners under the direction of the Provincial Coordinator and in close coordination with the EpiC GHS national technical team.

This position requires a high degree of integrity and accountability, strong communication and facilitation skills, effective stakeholder engagement, and the ability to work collaboratively within multidisciplinary teams.

Accountabilities

A. Activity Planning & Implementation (40%)

Support activity planning processes with provincial and national teams to ensure successful implementation of project activities within targeted provinces and districts/cities.
Coordinate activities across the project's technical pillars with TIKORDA and relevant technical sectors (Laboratory, Surveillance, RCCE, and Health Emergency Management) to ensure integrated implementation and support the development of contingency plans as needed.
Regularly engage with sub-national health authorities, subaward partners, health facility staff, laboratory personnel, Puskesmas, and coordination mechanisms (e.g., TIKORDA) to support day-to-day implementation. Serve as a technical resource to partners to ensure activity quality and compliance with approved workplans.
Support the Provincial Coordinator in documenting project progress, implementation challenges, and issue logs.

B. Coordination and Partnership (40%)

Coordinate with local health authorities and the EpiC GHS national team to ensure alignment of One Health activities, including surveillance, health emergency management, and outbreak response.
Attend local health coordination meetings, technical working groups, and partner forums, representing the project when delegated by the Provincial Coordinator.
Actively participate in regular virtual and in-person communications with provincial and national project teams.
In the event of a zoonotic disease outbreak with pandemic potential, support engagement with TIKORDA and other stakeholders to facilitate rapid mobilization and coordination of sub-national response efforts in accordance with national protocols and FHI 360 policies.

C. Monitoring and Evaluation (20%)

Support the timely collection, verification, and submission of project activity data and performance indicators across assigned geographic areas.
Conduct monitoring visits to health facilities and communities with the provincial team to assess implementation quality and identify opportunities for improvement.
Contribute to donor reporting, technical documentation, and knowledge products, including lessons learned, success stories, and best practices.

Education

Bachelor's degree or higher in Public Health, Global Health, International Relations, Anthropology, Epidemiology, Medical Sciences, or another relevant field. (Required)

Experience

Minimum of five (5) years of professional experience implementing public health programs, preferably in global health security, outbreak preparedness and response, infectious disease surveillance, or health systems strengthening. (Required)
Demonstrated experience working within Indonesia's health system in outbreak prevention, preparedness, surveillance, and/or response. (Required)
Familiarity or experience working with provincial and district health offices and other local government institutions. (Strongly Desired)
Familiarity or experience working with One Health stakeholders and multisectoral coordination mechanisms. (Strongly Desired)

Technical Knowledge & Experience

Strong understanding of One Health principles and zoonotic diseases with pandemic potential. (Required)
Demonstrated experience supporting coordination of multisectoral activities to improve public health outcomes. (Required)
Demonstrated knowledge of and experience utilizing or strengthening Surveilans Berbasis Masyarakat (SBM), SKDR, or other public health surveillance systems. (Required)
Experience in outbreak preparedness and response. (Required)
Familiarity with Indonesia's Risk Communication and Community Engagement (RCCE) Working Group and related approaches. (Strongly Desired)
Ability to identify and document critical reporting challenges and coordination bottlenecks and provide practical recommendations for improvement. (Strongly Desired)

Other Relevant Skills & Competencies

Excellent written and verbal communication skills in Bahasa Indonesia. (Required)
Strong understanding of local languages, customs, and culture within the target province. (Required)
Proficiency in written and spoken English. (Preferred)
Strong professional presence and ability to effectively represent the project with government counterparts and partner organizations. (Required)
Strong organizational, planning, and problem-solving skills with excellent attention to detail and quality. (Required)
Demonstrated ability to work independently, take initiative, manage competing priorities, and meet deadlines with limited supervision. (Required)
Strong interpersonal skills and the ability to build effective working relationships with colleagues and partners from diverse organizations and backgrounds. (Required)
Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Teams. (Required)

Other Requirements

Frequent travel within Banten Province to support district-level activities (approximately 50% of time). Occasional travel to Jakarta and other provinces as required (approximately 10% of time).
The candidate is ideally based in Kota Serang or nearby districts/cities in Banten.

The expected hiring salary range for this role is IDR 115,000,000 - 160,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
