Job Description

Owners representative, electric utility

Responsible for monitoring and evaluating new overhead and underground distribution construction services of outside contractors. Verify Distribution designs of overhead and underground construction work requests to ensure materials, drawings and methods of installation are accurate. This position acts as the Utility’s subject matter expert on all contractor construction related issues in relation to Utility’s general rules, specifications and standards.

Salary Range: $60-$90/hr

The specific salary offered may be influenced by a variety of factors including but not limited to the candidate's relevant experience, education, project location and project scope. Related travel, Per Diem and / or relocation expenses will be considered outside of base salary negotiations and will be based on project location. This is an on-site position, with various project locations open.

PRIMARY DUTIES AND RESPONSIBILITIES

1. Inspect and post check overhead and underground distribution primary installations to ensure final as-builts reflect Utility’s rules, specifications and standards. (50%)

2. Record daily data from field inspections into Utility’s Contractor Management System database to monitor contractor performance and efficiencies and report on issues of concern regarding contractor workmanship and safety violations. (10%)

3. Oversee projects, enduring they are completed in a safe, cost-effective, and timely manner. Verify contractor units and hourly rates reflect final construction and assist in invoice issues pertaining to correct billing of previous inspected work by contractors. Reconcile production and billing in areas of responsibility, which includes all related costs for materials, labor and other resources. (20%)

4. Assist with resolving customer issues of access and site restoration with contractors. Coordinate grounding and post inspections of distribution and transmission systems. (10%)

5. Acts as the subject matter expert to make distribution construction decisions of scope changes in any variations of the Utility’s General Rules and Specifications. Follows up that scope changes are approved by the designer to ensure that appropriate changes are made and documented. (10%)

Requirements

  • Minimum of eight (8) years as a Journeyman Lineman or Troubleman for Utility.
  • Must have good communication and organization skills to meet field audit quotas and work in a fast paced environment.
  • Must be capable of giving in field design direction to contractors in all areas of Utilities overhead and underground construction.
  • Must be able to work in and around energized equipment and capable of reading electrical designs.
  • Four (4) years of Utility line crew leader experience, Construction Management experience. (preferred)
  • Working knowledge of Utility’s General Rules and Specifications, WorkPro, and GIS (preferred)

Education

Required: Minimum of a High School diploma or equivalent certificate.

Licenses/Certifications

Required: Valid Florida driver’s license and safe driving record.
