Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0 UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background
Myanmar continues to operate in a complex development environment marked by conflict, economic pressures, population mobility, and exposure to climate- and disaster-related shocks. In response, UNDP Myanmar implements a Community First, area-based programming approach, prioritizing assistance to vulnerable communities, and delivery through community structures and decentralized implementation modalities across diverse geographic contexts.
UNDP’s programme portfolio spans community mobilization, early recovery, livelihoods, basic services, climate and disaster risk reduction, and social cohesion. Programme delivery increasingly takes place across multiple and geographically dispersed locations, requiring close coordination among field teams and the UNDP Country Office (CO).
To strengthen implementation effectiveness, quality assurance, and coherence across this expanding field footprint, UNDP seeks a Field ImplementationCoordinator. The position is designed as a delivery-oriented role, focused on 1) field delivery support; 2) field level coordination; 3) field level quality assurance; monitoring and reporting; 4) situational updates; and 5) field office functioning.
Under the overall guidance and supervision of the Deputy Resident Representative, and with a secondary reporting line to the relevant Project Managers for projects implemented in the assigned Field Office locations the Field Implementation Coordinatoris responsible for supporting and coordinating the day-to-day implementation of UNDP programme and project activities in the designated geographic area, working closely with field teams, implementing partners, and the CO
Duties and Responsibilities
1) Field Delivery Support
- Support the timely and effective implementation of UNDP-supported activities in the assigned location in line with approved workplans, budgets, and delivery schedules, working closely with project managers, project management units, field teams and CO units.
- Identify and resolve delivery bottlenecks by working closely and engaging with project managers, project management units, field teams and implementing partners. Promote solutions-oriented problem solving to keep implementation on track in dynamic operating environments.
- Identify and escalate field-level risks, , delays, or contextual changes and propose practical course-correction measures.
- Ensure consistency in implementation standards, community engagement approaches, and partner management practices in line with project and UNDP guidelines.
- Support start-up, scale-up, or re-orientation of field activities in response to shocks, access changes, or emerging priorities.
2) Field-Level Coordination
- Lead UNDP’s day-to-day coordination in the assigned location among implementing partners, community-level structures, and field-based project teams.
- Support coordination among multiple projects operating in the same location to reduce fragmentation and promote consistent approaches.
- Facilitate regular field-level coordination meetings with partners and project staff, ensuring clear follow-up on agreed actions.
- Maintain close coordination with relevant project managers, project management units, and country office units to ensure alignment between field implementation and programme/project priorities.
- Liaise, as appropriate and in line with UNDP guidance, with other UN agencies, humanitarian and development partners, and local service delivery actors present in the area to support coordination of activities and information-sharing.
- Support representation of UNDP at local coordination forums, technical meetings, and partner discussions related to programme implementation, as delegated by the supervisor.
- Undertake designated security focal point functions in the assigned location, support information-sharing on access conditions, movement planning, and implementation-related security considerations affecting programme delivery, in line with UN/UNDP security protocols, as delegated by the supervisor.
3) Field level quality assurance, monitoring and reporting
- Oversee routine field-level quality assurance through monitoring visits, spot checks, and review of partner implementation practices.
- Identify implementation risks, quality gaps, or compliance concerns at an early stage and support practical corrective actions in coordination with project teams.
- Support the application of agreed safeguards, community engagement standards, and internal control measures at field level.
- Support field monitoring of progress against outputs and targets, including verification of activities and collection of basic field evidence.
- Contribute to periodic project reporting by providing timely and accurate field updates, results narratives, and implementation status summaries.
- Ensure that field-level information is documented and shared in line with UNDP reporting requirements.
4) Situational Updates and Feedback
- Monitor local developments and operational contexts in the assigned location and provide periodic updates to senior management and relevant teams to support informed programme implementation.
- Provide regular updates to senior management, and relevant programme/project teams on delivery progress, emerging challenges, and contextual factors affecting implementation in the assigned location.
- Flag emerging risks, access constraints, or operational issues in a timely manner, with practical recommendations for mitigation.
- Capture and share key field-level lessons learned and good practices to inform programme adaptation and decision-making.
5) Field office functioning
- Support the effective day-to-day functioning of the Field/Area Office as it relates to programme implementation and coordination.
- Assist with organizing field visits, partner meetings, and programme or donor missions in the assigned location.
- Support basic administrative and coordination tasks linked to implementation, as delegated by the supervisor.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Development Studies, Business Administration, Social Sciences, Public Administration, Economics, Law or a related field is required, OR
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
- Minimum of 7 years (with Master’s degree) or 9 years (with Bachelor´s degree) of progressively responsible experience in development in government, or an international/bilateral development organization is required.
Required Skills:
- Computer literacy is required: strong competence with MS Office applications (especially Excel).
Desired Skills:
- Minimum of 7 years of proven field coordination and project implementation experience in an organization of similar size and complexity.
- Minimum of 7 years demonstrated experience supporting field-based planning, monitoring, and quality assurance, with UNDP or another UN agency.
- Technical expertise in one or more of the following areas: recovery, resilience, livelihoods, community empowerment, gender equality, and social cohesion.
- Proven ability to work effectively in multi-disciplinary and multi-cultural teams.
- Sound understanding and capability to empower and develop the capacity of national staff.
Required Languages:
- Fluency in English and Myanmar (Burmese) is required
