Specifically, FAO Country Offices:

• advocate, inform and support policies and investments in the areas of FAO’s mandate;
• provide technical assistance and deliver core services;
• assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
• Position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation;
• ensure risk-smart and accountable operations and management. Despite being continuously dependent on agriculture, with 67 percent of the population living in agricultural households, Nepal’s agriculture sector still struggles with low productivity, limited competitiveness, and weak commercialization. These challenges have severely limited income-generation opportunities and broader rural transformation efforts, further contributing to the persistent outmigration of youth and the deterioration of the long-term vitality of farming communities. Women, in this context, carry multiple responsibilities and obligations while lacking access to productive resources, services, technologies and decision-making spaces. Meanwhile, Nepal’s agrifood systems are becoming increasingly vulnerable to growing climate-related shocks and stresses. The resilience of smallholder farmers and local food systems is becoming increasingly fragile under these compounding pressures. Adding to these challenges are food and nutrition insecurity, limited access to clean and safe drinking water, and the absence of sustainable long-term operation and maintenance systems, highlighting the need for integrated and locally grounded intervention.As a result of these challenges, FAO Nepal has been requested by the Government of Nepal, represented by the Ministry of Agriculture, Forest and Environment, to provide technical assistance for the project “Strengthening Agrifood System in Nepal” under the Global Development and South-South Cooperation Fund supported through CIDCA. The project is designed as a 24-month initiative with a total budget of USD 2,488,810. The implementation will focus on Nepal’s hill and mountain regions, with Mandandeupur Municipality and Panchkhal Municipality in Kavre and Rong Rural Municipality and Suryodaya Municipality in Ilam serving as demonstration sites for piloting and operationalizing the interventions.The projects aim to strengthen the foundation for long-term agrifood systems transformation in Nepal through comprehensive interventions that emphasize governance capacity, scaling up climate-smart and nutrition-sensitive technologies, improving market access and inclusion, expanding water security solutions, and promoting environmental sustainability and agrobiodiversity conservation. Institutional strengthening, alongside field-level investments and community-based actions, will also be prioritized to secure stronger support from local governments, farmer organizations, and partner institutions.To support effective project delivery and ensure quality implementation, FAO Nepal seeks to engage two Field Facilitation Supports, one based in Kavrepalanchok District, and one based in Ilam District, to provide day-to-day field facilitation support and technical support for project implementation. The Field Facilitation Support in Kavrepalanchok will support activities in Mandandeupur Municipality and Panchkhal Municipality, while the Field Facilitation Support in Ilam will support activities in the designated municipalities under the guidance and supervision of FAO personnel. Their responsibilities will include supporting field implementation, beneficiary registration, data collection, monitoring, documentation, reporting, and logistical arrangements for project activities, in accordance with approved workplans and FAO procedures.

Reporting LinesThe Field Facilitation Support will work under the overall supervision of the Assistant FAO Representative (Programme) in Nepal, Programme Manager and the direct supervision of the Project Coordinator for the project “Strengthening Agrifood Systems in Nepal” (GCP/NEP/094/CPR).

Technical FocusThe Field Facilitation Support will provide technical and operational support to project implementation, monitoring, data collection, documentation and reporting activities at the municipal level under the direct supervision of FAO technical personnel. The Field Facilitation Support will support field-level activities related to climate-smart and nutrition-sensitive agriculture, agrifood systems development, beneficiary engagement, capacity-development events, monitoring activities and project documentation. Tasks and responsibilities• Assist the FAO Supervisor in preparing municipality-level implementation schedules and activity plans based on approved project workplans.

• Support transparent beneficiary identification, verification and mobilization, ensuring inclusion targets and disaggregated records are maintained.
• Support baseline surveys, field assessments, value chain assessments, data collection exercises and compilation of project-related information as directed by the FAO Supervisor.
• Assist in organizing trainings, demonstrations, farmer field activities, nutrition field activities, awareness campaigns, consultations and exchange visits, including logistical and administrative arrangements.
• Support the dissemination of technical information and training materials related to climate-smart agriculture, nutrition-sensitive agriculture, agroecological practices, soil fertility management, integrated pest management, water-use efficiency and food safety under the guidance of FAO technical personnel.
• Support producer groups, cooperatives and enterprises participating in project activities by maintaining records and facilitating their participation in project interventions.
• Assist in site verification, distribution tracking, installation support, user orientation and monitoring of project-supported inputs, equipment, irrigation systems, storage facilities and other assets.
• Support the collection and maintenance of records related to project-supported infrastructure, equipment and community-level interventions.
• Maintain municipality-level project documentation, including attendance records, participant profiles, photographs, geotagged information, field visit notes, evaluation forms, distribution records and beneficiary feedback.
• Collect, compile and submit progress information, supporting documentation and evidence related to project outputs and indicators.
• Assist in documenting field observations, achievements, challenges, lessons learned, success stories and beneficiary experiences for reporting purposes.
• Support monitoring visits undertaken by FAO personnel and promptly report observations and issues to the FAO Supervisor for follow-up.
• Assist FAO personnel in organizing meetings, workshops, field visits, assessments and review events at municipal level.
• Provide logistical and administrative support for field missions, monitoring visits, assessments and project-related events.
• Assist in the preparation of reports, presentations, briefing materials and other project documentation by compiling relevant data and supporting information.
• Apply gender equality, social inclusion, environmental sustainability, climate resilience, safeguarding, informed consent, confidentiality, responsible data management and do-no-harm principles while carrying out assigned duties.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements• Bachelor’s degree in Agriculture, Agricultural Economics, Rural Development, Natural Resource Management, Development Studies or a related field.

• At least five years of relevant experience in agriculture, rural development, food security, climate resilience or community-based projects.
• Working knowledge of English and Nepali.

Technical/Functional Skills• Experience working with local governments, farmer groups, cooperatives, women’s groups and community organizations.

• Proven experience in field-level project implementation, training, beneficiary mobilization, monitoring, reporting and stakeholder coordination.
• Good understanding of agrifood systems, value chains, climate-smart agriculture, nutrition-sensitive agriculture and rural livelihoods.
• Experience in data collection, documentation, monitoring and evaluation, and report preparation.
• Strong communication, facilitation, coordination and problem-solving skills.
• Proficiency in Microsoft Office and digital data-collection and reporting tools.
• Ability to work effectively in multicultural environments and undertake frequent field travel.

Selection Criteria• Extent and relevance of experience in municipality-level agricultural or rural-development project implementation.

• Extent and relevance of experience in training, demonstrations, community engagement and stakeholder coordination.
• Knowledge of local government systems, Agriculture Knowledge Centres and community institutions.
• Experience with development partners, NGOs, United Nations agencies or government programmes.
• Understanding of gender equality, social inclusion, environmental sustainability and safeguarding principles.
• Working knowledge of Chinese is an asset for coordination with Chinese experts and institutions under the CIDCA-supported project.
