Job Description

Field Education Project Officer based in Koh Kong, Kampong Cham, or Kampong Chhnang Province (3 positions - one position in each province).

Role Purpose

Save the Children International Cambodia is one of the Executing Entities for “Building the Climate Resilience of Children and Communities through the Education Sector Project (BRACE)”, which is funded by the Green Climate Fund (GCF). The BRACE is a five-year project that will be co-executed by Save the Children in Cambodia and the Ministry of Education, Youth and Sport (MoEYS). 

The BRACE project focuses on enhancing the climate resilience of the education sector and addressing risks and impacts from droughts, heat stress, and floods.  

  1. Component 1: BRACE will be implemented in Cambodia, combining climate-resilient interventions at national, sub-national, and school levels.  
  2. Component 2: BRACE will work directly with the Ministry of Education in the three target provinces to strengthen their access to climate finance through the preparation of easy-to-use guidance and engagement in National Adaptation Planning processes.  
  3. Component 3: BRACE will strengthen coordination on climate change and education with a focus on financing to support the sustainability of the interventions in Cambodia.  

The Field Education Project Officer is a member of Project and Provincial Management Team, responsible for implementation of climate resilient education activities, making sure that planned outputs are delivered within the work plan, timelines and allocated budget, producing satisfactory outcomes to target school children and communities in designated province in compliance with SCI’s and donors’ requirements and regulations.

Under the leadership and direction of the Project Team Leader and direct supervision of Programme Coordinator West/East, the post holder works in close collaboration with technical advisors, MEAL team, Provincial Office of Education and District Office of Education to ensure the target schools, school management committee (SMC), teachers, and local authorities are equipped with a strong knowledge, skills and school facilities of climate-resilient education to address climate risks and sustain education continuity with active engagement of education, local authorities and communities. As Field Education Officer, s/he is expected to mainstream and implement gender equality, disability inclusion, environmental and social safeguards and child safeguarding throughout the project cycle management.

In the event of a major humanitarian and emergency response, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Qualifications

  • Bachelor’s degree in education or any relevant field of climate resilient education study and related experiences.

EXPERIENCE:

Essential:

  • Minimum 4 years’ experience in education project management, especially in partnership with MoEYS, PoEYS, and NGOs;
  • Experience working in climate change adaptation and environmental education, including DRR, safe school and resilience;
  • Experience in document development such as curriculum, guides and tools in education;
  • Proven skills in collecting, consolidating and analysing data and information, and report writing;
  • Excellent interpersonal and communication skills with appropriate written and spoken English and Khmer;
  • Be open, humble and a good listener to share and work with cross cultural team;
  • Excellent facilitation and presentation skills;

Desired:

  • Minimum 4 years’ experience in building capacity of school management committee, teachers, students and local authorities
  • Minimum 3 years’ experience in environmental education and climate change, DRR/safe school, Early Warning System (EWS), Climate information system (CiS), and humanitarian and emergency response; understanding of gender equality, disability inclusion, environmental and social safeguarding
  • Strong coordination, advocacy and effective communication skills with NGO partners and government partners at sub-national and community levels;
  • Ability and willingness to travel to multiple provinces, districts, schools and communities, and willingness to abide by SCI Child Protection Policy/Child Safeguarding and Code of Conduct;
  • Ability to work under pressure and flexible working hours;
  • Ability to use spoken and written English

Contract length: Unspecified Duration Contract (UDC).
