Fiber Optic Permit Design ReviewerProject Resources Group (PRG) is currently searching for a Fiber Optic Permit Design Reviewer in our Las Vegas, NV market. This is a specialized engineering role responsible for the final phase of the fiber optic design workflow — the preparation, review, and submission of permit-ready engineering documents to the City of Las Vegas and the City of Henderson. This position operates at the intersection of technical fiber optic design, municipal regulatory compliance, and engineering documentation, serving as the last quality gate before construction permit packages are submitted to local jurisdictions. This role requires a practitioner with deep knowledge of outside plant (OSP) fiber optic engineering standards, a working command of Las Vegas and Henderson municipal permit requirements, and demonstrated ability to produce and validate engineering documents that satisfy both client specifications and city approval criteria. The Permit Design Reviewer collaborates closely with design engineers, GIS analysts, construction managers, and permitting specialists across the project lifecycle.Responsibilities

  • Permit Package Preparation & Review
    • Perform final technical review of fiber optic design packages prior to municipal permit submission for the City of Las Vegas and City of Henderson.
    • Verify that all design elements — conduit routing, splice locations, vault/handhole placements, aerial/underground infrastructure, and equipment placement — comply with applicable city standards and client specifications.
    • Identify design deficiencies, clearance conflicts, missing details, or non-compliant elements and coordinate corrections with the originating design team.
    • Ensure all permit packages include required plan sheets, cross-sections, general notes, material legends, and engineer-of-record certifications as required by jurisdiction.
  • Municipal Compliance & Jurisdictional Standards
    • Maintain current, working knowledge of City of Las Vegas and City of Henderson Right-of-Way (ROW) permit requirements, municipal codes, and traffic control plan standards.
    • Apply NDOT, Clark County, and local franchise agreement requirements where applicable to design submittals.
    • Track and incorporate updates to city design standards, standard drawings, and permit application requirements.
    • Serve as an internal subject matter expert on Las Vegas / Henderson jurisdictional requirements for the design and permitting team.
  • Engineering Documentation & Technical Drawing Production
    • Create, edit, and validate engineering documents, plan sheets, and supporting exhibits using AutoCAD, MicroStation, or GIS-based tools.
    • Produce or review permit plan sets that meet city-required sheet formats, title block standards, scale requirements, and detail conventions.
    • Author and maintain general notes, design narratives, and cover sheet documentation required for permit submission packages.
    • Ensure all engineering deliverables meet client standards (including GFiber design specifications) and city approval thresholds.
  • Quality Control & Internal Design Coordination
    • Conduct structured QA/QC reviews of permit-ready packages using established checklists aligned to city and client requirements.
    • Maintain design redline logs and issue trackers to document review findings and resolution status.
    • Collaborate with upstream design reviewers, engineering designers, and GIS analysts to resolve design conflicts prior to final permit submittal.
    • Communicate review status, open items, and milestone progress to project management and the Regional Director.
  • Permit Coordination Support
    • Support permitting specialists with technical questions arising during the city review process, including responding to city reviewer comments and correction notices.
    • Prepare revised permit packages in response to city redlines, ensuring all corrections are accurately incorporated and re-documented.
    • Assist in tracking permit submission timelines and coordinating resubmittals to minimize project schedule impact.
  • Other related duties upon request.

Minimum Qualifications

  • Associate's or Bachelor's degree in Engineering Technology, Civil Engineering, GIS, or a related technical field — OR equivalent demonstrated experience in lieu of degree.
  • Professional Engineer (PE) license or EIT certification preferred; not required if commensurate experience is demonstrated.
  • Minimum 5 years of hands-on experience in fiber optic outside plant (OSP) design, with at least 2 years focused on permit-stage engineering documentation or permit design review.
  • Proven track record preparing or reviewing fiber optic permit packages for submission to the City of Las Vegas or City of Henderson — direct jurisdictional experience is strongly preferred.
  • Experience working with telecom clients on large-scale fiber deployment programs (FTTH, backbone, or enterprise-level projects).
  • Familiarity with Google Fiber (GFiber) design standards and specification books is a significant advantage.
  • Advanced proficiency in AutoCAD and/or MicroStation for engineering drawing creation and editing.
  • Working proficiency in GIS platforms (ESRI ArcGIS, QGIS, or equivalent) for spatial review and design validation.
  • Strong understanding of OSP fiber optic design principles: underground conduit systems, aerial plant, handhole/vault spacing, splice planning, fiber routing logic, and equipment placement.
  • Demonstrated ability to read, interpret, and produce engineering plan sets including plan/profile sheets, standard details, cross-sections, and general notes.
  • Familiarity with OSHA, MUTCD, and local traffic control standards as they apply to permit documentation.
  • In-depth knowledge of City of Las Vegas Public Works and City of Henderson Public Works permit requirements, standard drawings, and right-of-way regulations.
  • Understanding of Clark County ROW standards and NDOT requirements as applicable to telecom infrastructure projects.
  • Familiarity with franchise agreement compliance requirements and local utility coordination processes.

Preferred Qualifications

  • Experience with Google Fiber or comparable large-scale FTTH construction programs.
  • Prior experience as a design reviewer or senior designer within a telecom engineering consulting environment.
  • Knowledge of BICSI, TIA/EIA, and NEC standards applicable to fiber optic infrastructure.
  • Experience coordinating directly with city permit counter staff and responding to formal city comment letters.
  • Proficiency with project management or document control platforms (Procore, SharePoint, or similar).
  • Ability to manage multiple concurrent permit package reviews under deadline pressure without sacrificing quality.
