Position Summary

Aalis Management Consulting is seeking a Federal Public Comment Data Analyst to support Federal regulatory and public-comment activities. Analysts will assist with high-volume comment review, coding, categorization, issue identification, summaries, quantitative analysis, tracking, and development of clear, user-friendly Excel and Word work products.

Direct Federal public-comment experience is strongly preferred; however, candidates with backgrounds in regulatory analysis, policy analysis, legal research, data analysis, program analysis, or similar Federal analytical work may be considered if they can demonstrate transferable skills.

Key Responsibilities

  • Review and analyze large volumes of public comments and related information.
  • Download, organize, track, and maintain comment records and supporting data.
  • Categorize and code comments using established project methodologies.
  • Identify key issues, themes, trends, and recurring concerns.
  • Distinguish substantive and non-substantive comments based on project guidance.
  • Prepare concise summaries of individual comments and groups of comments.
  • Support quantitative analysis of comment volume, categories, themes, sources, and other project metrics.
  • Maintain Excel-based comment tracking and analytical tools.
  • Develop tables, charts, summaries, and other user-friendly work products.
  • Perform data entry, validation, quality checks, and reconciliation.
  • Identify missing, duplicate, inconsistent, or questionable information.
  • Support development of comment matrices and analytical reports.
  • Assist senior analysts with regulatory and policy research.
  • Maintain organized project files and documentation.
  • Support QA/QC activities and resolve identified data or documentation issues.
  • Meet established production, quality, and schedule requirements.
  • Communicate questions, issues, and potential risks to senior analysts or project leadership.

Required Qualifications

  • Bachelor's degree in public policy, political science, government, legal studies, business, communications, data analytics, or related field.
  • 2+ years of relevant analytical, regulatory, policy, legal research, data, or Federal program support experience.
  • Strong attention to detail and ability to work with large amounts of information.
  • Strong written and analytical communication skills.
  • Proficiency with Microsoft Word and Excel.
  • Ability to organize information, identify patterns, and follow established review and coding methodologies.
  • Ability to work independently in a remote environment while meeting deadlines.

Preferred Qualifications

  • Federal public-comment experience.
  • FDMS or Regulations.gov experience.
  • Federal notice-and-comment rulemaking experience.
  • Regulatory or policy analysis experience.
  • Legal research experience.
  • Data analysis or quantitative research experience.
  • USDA or other Federal agency experience.
  • Experience creating Excel-based tracking tools, pivot tables, charts, or analytical reports.
