FEDERAL PROCUREMENT REGIONAL MANAGER

The Governor's Office of
Economic Development (GOED) is seeking a Federal Procurement Regional
Manager
for the APEX Accelerator program. Government contracting
professional providing assistance to Utah businesses as they pursue federal,
state and local contract awards. APEX Accelerator is a program under the
Governor’s Office of Economic Development (GOED). This position will work two
days/week in Utah County and provide one-on-one counseling, training, and a
broad scope of government contracting assistance to clients in Utah, Wasatch and Juab counties. The incumbent in this position will also work one to two
days/week in Salt Lake providing administrative support to the program.

POSITION DETAILS
& COMMITMENT

  • Salary – $31.25 - $33.65/hr
  • Work Format – Hybrid (60 E South Temple, Suite 300, Salt Lake City, UT)
  • Schedule Code – AC - Employees in Offices of Elected Officials
  • Background Check Required – You must successfully pass a criminal history check.
  • Application Deadline – 6:00 PM (MDT) on July 15, 2026

KEY RESPONSIBILITIES

  • Provide procurement counseling
    assistance to businesses and assist them in becoming ready to enter the
    defense and government industrial base. Assistance may include:
    • System for Award Management
      registration
    • Development of a Capability
      Statement
    • Development of a Strategic
      Marketing Plan
    • Assistance with Small Business
      Certifications
  • Promote subcontracting opportunities
    for underrepresented small businesses.
  • Provide training to clients in the
    areas of the following:
    • Mentor-Protégé Programs
    • Cybersecurity compliance
      requirements
    • Foreign Own, Control and Influence
      (FOCI)
    • Government Innovation Programs,
      e.g., Small Business Innovation Research & Small Business Technology
      Transfer grants
  • Connect innovative businesses to
    Government Innovation Programs.
  • Develop relationships with and
    market the Utah APEX Accelerator program to business associations,
    innovation laboratories, technical colleges and universities, for the
    purpose of getting company’s innovative products and technologies into the
    defense and government supply chain.
  • Assist clients on successful bid
    preparation, i.e., responding to an RFQ/RFP.
  • Create Bid-Match client profiles for
    the purpose of finding solicitation opportunities.
  • Ability to speak to audiences and
    give presentations about the APEX Accelerator program.

PROGRAM SUPPORT
DUTIES

  • Provide general office management
    support.
  • Manage event registration page on
    APEX’s client relationship management system (CRM).
  • Process invoices for payment.
  • Manage the weekly client email
    communique.
  • Assist in the coordination of APEX
    training sessions, workshops and events.

THE IDEAL CANDIDATE

  • Ability to learn government procurement and explain procurement concepts to clients.
  • Strong customer/client relations skills.
  • Basic understanding of government contracting and business/economic development.
  • Bachelor's degree (or equivalent experience) in business administration, economics, public administration, political science, or related degree.
  • Self-motivated, results-oriented, and the ability to work independently with minimal supervision.
  • Valid Driver’s license. Ability to travel, and some evenings may be required.
