Position Summary

Witt O’Brien’s is seeking a Federal Procurement & Bid Management Specialist to provide specialized procurement, solicitation, bid management, and contract support for federally funded construction, infrastructure, disaster recovery, and capital improvement programs.

The successful candidate will support the full procurement lifecycle, from procurement planning and solicitation development through bid evaluation, contract award, administration, and closeout. The position will help ensure procurement activities comply with applicable federal, Commonwealth of Puerto Rico, and client requirements, including 2 CFR Part 200 and other applicable federal procurement requirements.

Key Responsibilities

  • Develop, review, and quality-control IFBs, RFPs, RFQs, bid packages, scopes of work, and solicitation documents.
  • Provide guidance on federal procurement requirements, competition, procurement methods, cost/price analysis, and documentation.
  • Manage solicitation activities, including pre-bid/pre-proposal meetings, bidder questions, clarifications, addenda, and procurement schedules.
  • Review bids and proposals for responsiveness, responsibility, qualifications, pricing, and compliance with solicitation requirements.
  • Support evaluation committees, bid tabulations, evaluation reports, award recommendations, and procurement justifications.
  • Verify contractor eligibility, licensing, insurance, bonding, and SAM/debarment requirements, as applicable.
  • Support contract execution, modifications, amendments, change orders, and procurement closeout.
  • Maintain complete, accurate, and audit-ready procurement files.
  • Identify procurement risks and schedule impacts and recommend mitigation strategies.
  • Coordinate with project management, engineering, construction, finance, compliance, and client procurement personnel.

Required Qualifications

  • Bachelor's degree in Procurement, Business/Public Administration, Construction Management, Engineering, Finance, Contract Management, or related field.
  • Minimum five (5) years of professional experience in Procurement, Contract Administration, Compliance Monitoring, Grants Management, Purchasing, or Contracting Services.
  • Demonstrated experience with federally funded procurement and 2 CFR Part 200.
  • Knowledge of applicable federal procurement requirements and contracting principles.
  • Experience developing, reviewing, or administering IFBs, RFPs, RFQs, bid packages, and contract award documentation.
  • Experience developing and administering construction and/or professional-services solicitations.
  • Experience evaluating bids or proposals for responsiveness, qualifications, compliance, and price.
  • Experience supporting construction, infrastructure, or professional-services procurement.
  • Strong written and verbal communication skills in English and Spanish.
  • Strong organizational skills and attention to detail, with the ability to manage multiple procurements and deadlines simultaneously.

Preferred Qualifications

  • Experience supporting FEMA Public Assistance, HUD, or other federally funded programs.
  • Experience with construction, infrastructure, disaster recovery, or capital improvement programs.
  • Experience conducting or supporting cost and price cost and price analysis and cost reasonableness determinations.
  • Experience with contract modifications, change orders, amendments, and closeout.
  • Experience supporting federal audits, monitoring reviews, or procurement compliance assessments.
  • Knowledge of Puerto Rico public-sector procurement requirements.
  • Professional certification in procurement, contracting, or contract management, such as CFCM, CPPO, CPPB, or equivalent, is a plus.

Work Environment & Travel

This position may be based in a remote, or client-site environment depending on contract requirements. The position may require regular travel to client offices, project sites, field locations, meetings, and other program-related activities.
