The Federal Legislative Manager serves as the operational backbone of the ASPCA's federal team, working closely with the VP of Federal Affairs and the organization's federal lobbyists to ensure day-to-day functions run smoothly so that the team can operate at full strength in the fight for stronger animal welfare laws. The Federal Legislative Manager is responsible for administrative support, coordination and operations, as well as legislation tracking, news monitoring, research, and internal information-sharing for priority federal policy issues. The Federal Legislative Manager also oversees all federal lobbying compliance and reporting for the ASPCA, working closely with the General Counsel. The Federal Legislative Manager is also responsible for identifying, implementing, and applying software applications that facilitate helping the Federal Affairs team’s members communicate with Congressional offices and federal agencies, and identifying and implementing enhanced tools for strategic communications outreach to legislators and government officials.
The ASPCA Government Relations (GR) team helps to enact meaningful legal protections for animals at the local, state, and federal levels by working with policymakers and stakeholders to develop, regulate, and enforce meaningful animal welfare policy, lobbying, providing advocacy training, participating in ballot measure campaigns, and more.
This role will provide critical support to the Federal Affairs team, ensuring compliance with federal reporting, tracking and supporting our policy priorities, and overseeing administrative functions.

Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.
