Job Description

The Homeland Sector is seeking a Federal Business Development Leader to drive enterprise growth across Cybersecurity and Infrastructure Security Agency (CISA), DHS Headquarters, and related federal cyber mission partners.

This role is not account maintenance. It is a strategic growth position responsible for expanding Leidos’ cyber market share, penetrating new mission spaces, and shaping large, differentiated opportunities before formal procurement.

The selected candidate will operate as part of the Homeland Growth Engine — integrating account strategy, capture discipline, competitive positioning, and executive engagement to materially increase pipeline quality, win probability (Pwin), and revenue growth across the DHS cyber portfolio.

This role is based in Reston, VA with routine customer engagement in the National Capital Region.

Primary Responsibilities

Enterprise Growth & Market Shaping

  • Develop and execute a multi-year CISA/DHS cyber growth strategy aligned to Homeland Sector priorities.
  • Identify whitespace opportunities in zero trust, critical infrastructure protection, cyber operations, threat intelligence, AI-enabled cyber defense, and enterprise modernization.
  • Engage customers early — before RFI stage — to shape acquisition constructs, influence requirements, and position Leidos’ differentiated capabilities.
  • Drive pipeline expansion with measurable growth in qualified opportunities (>$50M focus).

Capture Discipline & Win Strategy

  • Lead or co-lead early capture shaping activities, including competitive analysis, Black Hat strategy, and price-to-win alignment.
  • Ensure rigorous application of Leidos gate reviews and qualification criteria.
  • Establish discriminators rooted in mission outcomes, integration capability, and operational credibility.
  • Partner with solution architects to align technical differentiation to customer risk reduction.

Executive-Level Customer Engagement

  • Build and sustain relationships across CISA mission directorates, DHS CIO/CISO communities, and component cyber leads.
  • Elevate executive engagement where strategic leverage is required.
  • Maintain active intelligence on budget signals, procurement strategy shifts, and competitive positioning.

Cross-Business Integration

  • Identify synergies across Homeland businesses (DHS, FAA, Security Detection where cyber-enabled, Energy Infrastructure where critical infrastructure resilience overlaps).
  • Drive coordinated account engagement across BAs to avoid fragmentation.
  • Leverage enterprise partnerships (e.g., NVIDIA, cloud hyperscalers, cyber OEMs) to enhance differentiation.

Performance & Accountability

  • Own pipeline build targets, qualified opportunity growth, and measurable Pwin improvement.
  • Contribute directly to revenue growth and book-to-bill performance across the DHS cyber portfolio.

Basic Qualifications

  • Bachelor’s degree with 15+ years (Manager) or 13+ years (Senior Manager) in federal business development, capture, or growth leadership.
  • Demonstrated success shaping and winning opportunities within CISA and/or DHS cyber environments.
  • Deep understanding of DHS cyber priorities including:
    • Zero Trust Architecture implementation
    • CDM and enterprise cyber modernization
    • TIC 3.0 and network transformation
    • Critical infrastructure protection and resilience
    • Cyber operations / threat detection
  • Experience influencing acquisition strategy pre-solicitation.
  • Experience on large IDIQ/GWAC vehicles and multi-award competitive environments.
  • Ability to obtain TS/SCI clearance.

Preferred Qualifications

  • Active TS/SCI clearance.
  • Existing executive-level relationships within CISA or DHS cyber leadership.
  • Experience with DHS contract vehicles (EAGLE II, PACTS III, FirstSource III).
  • Demonstrated ability to lead cross-functional capture teams in a matrixed organization.
  • Track record of winning $100M+ cyber opportunities.
  • Familiarity with AI-enabled cyber defense and automation.

What Success Looks Like (First 18 Months)

  • Material expansion of qualified CISA/DHS cyber pipeline.
  • Improved Pwin on strategic pursuits through disciplined shaping.
  • New mission entry into at least one adjacent DHS cyber space.
  • Stronger executive alignment across Homeland growth stakeholders.
  • Demonstrable revenue acceleration in the cyber portfolio.

Pay Range:

Pay Range $154,050.00 - $278,475.00
