PMs are also responsible for ongoing collaboration with community/state partners, public relations, and maintaining positive working relationships with early childhood partners and providers. The Program Manager also acts as Supervisor to Family Support Specialists.
Qualifications/Experience
Education: Master’s degree in public health or human services administration or fields related to working with children and families, or bachelor’s degree in these fields with 3 years of relevant experience, or less than a bachelor’s degree but with commensurate HFA experience
Experience:
A solid understanding of and experience in managing diverse staff with humility, as well as providing support to staff in stressful work environments.
Administrative experience in human services or related field, including experience in quality assurance and continuous quality improvement.
Willingness to engage in building reflective practice (e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc.)
Infant mental health endorsement preferred (if available in the state)
Other Skills:
Ability to apply common sense understanding to carry out moderately-complex, multi-step instructions and make appropriate independent decisions as necessary.
Knowledge of infant and child development and parent-child attachment
Experience with family services that embraces the concepts of family-centered and strength-based service provision.
Knowledge of parent-infant health and dynamics of child abuse and neglect
Experience in supporting culturally diverse communities/families.
Experience in home visiting with a strong background in early childhood prevention services. Provides weekly and ongoing supervision to the Family Support Specialists and Family Resource Specialists within the Healthy Families site. The supervisor protects the integrity of the program and demonstrates respect for the parallel process by supporting, guiding, and building on the strengths of staff so that they may best support, guide, and build on the strengths of the families served.
Supervisors helps staff maintain perspective, evaluate their own performance, increase personal and professional development, learn and practice new strategies to effectively work with families, and develop reflective capacity, and ultimately enhance the quality of services families receive.
Provides supervisor that promotes both staff and site accountability and reduces staff burnout and turnover by providing support. Supervisors allocate a time for each staff person to receive the frequency and duration of supervision required based upon the HFA Standards and monitors it closely.
Supervisor also assists in the selection of staff, participates in the orientation and training, conducts record reviews, assists in or maintains the data collection system, implements a quality assurance plan, and monitors the performance of Family Support Specialists and Family Resource Specialists. To support their competency, the supervisor must be knowledgeable of and have maintained expertise in providing trauma-informed family support services as well as been trained in and have experience in completing the screening and assessment used by the program.
The Supervisor may also act as a liaison with other agencies and monitor contracts as well as ongoing program development. The Supervisor usually functions as the team leader, conducting team meetings and planning groups, and provides daily support and crisis management. The Supervisor may also act as the Program Manager, depending on the size and resources of the site.
Performs the work of a Family Support and Resource Specialist.
Performs additional tasks as assigned.
