
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
The Armed Forces and Security (FAS) Program Assistant supports implementation of the FAS programs in Sudan to promote the respect of International Humanitarian Law amongst weapons bearers and improve the understanding and acceptance of the humanitarian action.
• Represents the ICRC at his/her level of expertise in a professional manner and abides by the ICRC Code of Conduct.
• Understands and adheres to the fundamental principles of the International Red Cross and Red Crescent Movement.
• Supports the Delegation in the mapping and understanding of the military and armed groups in Sudan.
• Develops contacts within the Sudanese Armed forces (SAF), Police Forces (SPF) and amongst other arms carriers.
• Assists arms carriers in their training on International Humanitarian Law (IHL).
• Contributes to building the necessary understanding, acceptance and support for the ICRC and the promotion and respect of IHL among key stakeholders.
• May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
• Organizes IHL training sessions, meetings, and conferences under the guidance of the HoSD and of the FAS Delegate (and/or in some cases the FAS Program Adviser), applying relevant administrative and logistics procedures, and acts as a translator if necessary.
• Contributes to the development and production of communication tools and training materials.
• Independently creates, maintains, develops, and feeds a database containing various levels of military and police authority contacts or other relevant external interlocutors (military or police attachés, NGOs, UN system, etc.).
• Feeds the arms carriers mapping project.
• Represents the ICRC during meetings or dialogue with interlocutors.
• Initiates and prepares analytical documents on developments within the military and armed groups and how they relate to the ICRC work, and reports on security issues relevant for the ICRC.
• Contributes to the scanning and analysis of the socio-political, economic, and humanitarian environment.
• Provides written reports on training sessions, monitoring trips and other activities as required, and compiles monthly consolidated statistical reports for the HoSD and the FAS Delegate.
• Contributes to the Planning for Results (PfR) and Monitoring of Results (MfR) processes, measuring the effectiveness of FAS activity.
• Follows financial management rules and operates within budget.
