Family Visitor, Head Start to Success (HSTS)

Location: Itinerant in Clackamas County, based out of Sunnybrook Office 13455 SE 97th Ave, Clackamas, OR 97015

Schedule: 7.5 hours per day / 5 days per week / Instructional School Year Calendar

About the program:

Head Start to Success offers a comprehensive range of services for children from birth to age five, including early education, health care, nutrition, and family support. Head Start places an additional emphasis on supporting the whole child and their family. Our Head Start to Success and Preschool Promise programs provide free comprehensive preschool to three- and four-year-old children who are experiencing poverty. We work in partnership with the Canby, North Clackamas and Oregon Trail school districts and have classrooms at the Clackamas Early Learning Center to provide preschool services for children and families throughout Clackamas County.

About this position:

The Head Start to Success Family Visitor delivers services based upon the individual needs of the child and family, to support families and promote children's learning and development. The Head Start to Success Family Visitor supports developmental activities, working with a variety of professionals and community providers in natural environments for young children, including home visits and preschool classrooms. The Head Start to Success Family Visitor assists families to meet basic needs, which supports healthy development and school readiness for children.

Essential functions:

• Conducts regularly scheduled home visits to assess families' needs, support family goal setting and strengthen families' capacity to support learning and development at home, in accordance with the Head Start Performance Standards
• Prepares instructional materials for home visits, and completes home visits, of an assigned caseload within the established timeline
• Completes home visit documentation in a timely manner following program policy and procedures
• Collects and records data regarding children's developmental progress and information related to health requirements of the program, including supplemental documentation when referring a child to EI/ECSE evaluation
• Help families access community resources and supports related to housing, nutrition and food security, utilities, transportation, clothing, health care, dental care, mental and behavioral health, employment, domestic violence, and/or substance abuse treatment and recovery.
• Connects families with community medical providers within their networks. Follows up on program screening results with families to connect with appropriate resources as necessary.
• Assists in preschool classrooms, supporting lead teachers to implement developmentally appropriate and culturally responsive classroom practices. Assists with preparation of classroom materials and activities as needed, including outdoor play, nap time, snacks and mealtimes
• Supports children's social-emotional development in the home, and in preschool classrooms
• Participates in child-related staffing, evaluations, and IFSP reviews conducted by ECSE personnel assist in the individualization and modifications of services guided by child-specific needs
• Assists in the recruitment of children who meet Head Start income eligibility guidelines and supports the enrollment process.
• Assists families through the kindergarten transition process
• Facilitates communication between families, preschool sites, and the program, regarding issues such as student transportation and attendance
• Collaborates with EI/ECSE, transportations, families and classroom staff. Utilizes translation services as necessary
• Maintains a current online calendar, which reflects upcoming home visits, team meetings, training, and other work-related activities, while being flexible to prioritizing classroom support as needed
• Participates in team meetings and ongoing professional development

Minimum qualifications

• Must be at least 18 years of age
• Must have a high school diploma or GED
• Must have a minimum of a home-based CDA credential or have obtained a Step 7 on the Oregon Registry Online, or equivalent coursework as part of an associate's or bachelor's degree
• If hired after November 7, 2016, must obtain within 18 months of hire a Social Services Competency Based Training credential or NHSA Family Services and Health Services Credentials Program
• Ability to obtain a valid first aid card
• Training or successful experience working with young children and their families.
• Ability to acquire knowledge and apply family guided service principles sufficient to perform the essential functions
• General office skills (word processing, business machines, filing) sufficient to perform essential functions
• Ability to work as a member of a collaborative team
• Demonstrated ability to work independently and use initiative to accomplish tasks with general instruction and guidance from a Head Start Supervisor.
• Physical and mental attributes sufficient to perform essential functions

Preferred qualifications:

• Bilingual. Bilingual candidates must pass a language proficiency assessment at an intermediate high to advanced level per CESD guidelines to be eligible for bilingual salary placement

Salary: Range 16/17* of the Classified Salary Schedule. New hires are eligible to start at up to Step 4 depending on experience, per the Classified Collective Bargaining Agreement. Starting salary between $25.68 - $29.33 per hour, depending on experience.

*Range 17 is for bilingual candidates who pass a language proficiency assessment at an intermediate high to advanced level in any of the major languages of our service communities (Spanish, Russian, Vietnamese, Cantonese, Mandarin, and American Sign Language)

Retirement plan contributions:

Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
