THE ORGANIZATION:

Kamloops Aboriginal Friendship Society (KAFS) is an Indigenous service delivery agency located in Kamloops, BC. Our team currently has 30 staff offering comprehensive services to the community from infancy to golden age in Kamloops for over 50 years.

All our programs are embedded in culture. We find that many of our clients are looking for this and appreciate cultural practices such as smudging and drumming that happen on a regular basis. We are governed by a volunteer board and bylaws. Each year we hold annual general meetings and present an audited statement to the membership and our funders.

THE OPPORTUNITY:

Kamloops Aboriginal Friendship Society (KAFS) is seeking a dedicated and experienced Family Service

Manager to oversee and coordinate the delivery of multiple community-based programs and services. Reporting to the General Manager, the Family Service Manager is responsible for ensuring that all programs under the Ministry of Children and Family Development (MCFD) contracts, and potentially other programs as the role evolves, are delivered effectively and in alignment with organizational values and funding requirements.

The ideal candidate brings a strong background in social services and proven leadership experience, particularly in managing culturally grounded programs for Indigenous communities. They are committed to fostering inclusive, strengths-based services that uphold cultural values, enhance community wellbeing, and support families with care and integrity.

A DAY IN THE LIFE – ROLES AND RESPONSIBILITIES:

  • Supervise a team of up to 15 staff, providing leadership, support, and oversight across program areas.
  • Manage all program contracts, including monthly review and reporting of deliverables and outcomes as required by funding agreements.
  • Review departmental reports and submit statistical updates to funders as required.
  • Oversee hiring of all permanent and temporary staff, and lead performance management including disciplinary actions, evaluations, and terminations, in consultation with the General Manager and/or Executive Director.
  • Approve staff scheduling and requests including timesheets, vacation, training, flex time, overtime, wellness days, and leaves.
  • Oversee and manage department budgets, ensuring responsible use of organizational funds, including credit card and petty cash expenditures, with proper documentation and receipts for all transactions.
  • Participate in strategic planning processes and monitor implementation of goals within program areas.
  • Assign and monitor workloads and responsibilities to ensure effective service delivery.
  • Foster a collaborative, respectful, and high-performing team culture that promotes staff morale and professional growth.
  • Maintain up-to-date inventory of departmental capital assets and equipment.
  • Review applications, coordinate interviews, and lead candidate selection processes with the goal of ensuring that candidates understand and value the importance of delivering culturally-based services.
  • Participate in regular management meetings and collaborate closely with the General Manager and Executive Director.
  • Adapt to a dynamic and fast-paced work environment with professionalism and flexibility.
  • Other duties as assigned.

Requirements

  • A degree in Human Services, Social Services, Social Work, or a related discipline – or an equivalent combination of education and relevant experience.
  • 7–10 years of progressive experience in Indigenous-focused human services field, with a strong understanding of the needs, priorities, and perspectives of Indigenous communities.
  • Minimum 3–5 years of direct leadership experience, including staff supervision, program oversight, and performance management.
  • In-depth knowledge of legislation, policies, and best practices related to the delivery of Indigenous grounded social, educational, recreational, and wellness services.
  • Proven leadership experience with a track record of supervising and supporting high-performing teams.
  • Demonstrated integrity, transparency, and a commitment to inclusive, community-centered leadership.
  • Valid driver’s license and access to a reliable vehicle required.

SKILLS & KNOWLEDGE:

  • Strong leadership, administrative, and team management abilities, with proven experience overseeing staff and human resource functions.
  • Demonstrated capacity to manage and coordinate a variety of community-based programs and services.
  • Comprehensive understanding of social service systems, delivery models, and inter-agency collaboration.
  • Experience developing, implementing, and monitoring departmental budgets.
  • Skilled in preparing funding proposals and meeting deadlines for multiple program areas.
  • Deep knowledge of Indigenous cultures, values, and community priorities.
  • Excellent verbal and written communication skills.
  • Proficient in the use of computers, digital tools, and record-keeping systems.
  • Strong documentation and reporting skills, with the ability to maintain accurate client files and produce funder reports as required by funding agreements. Experience with Microsoft SharePoint an asset.
  • Familiarity with the justice system and its relevance to community-based support programs.

WORKING SCHEDULE:

  • Monday to Friday
  • Hours: 8:30am to 4:30pm
