The Director will lead the implementation of the Family Justice Project (FJP), a strategic initiative designed to address critical gaps in legal support for individuals and families in prolonged detention. As the primary lead for this cross-functional team, the Director will oversee the project's operational success, ensuring that RAICES provides consistent, high-quality removal defense and habeas representation. This role requires a seasoned attorney capable of balancing high-level program leadership with a rigorous individual caseload.
RESPONSIBILITIES
Leadership & Program Management
- Program Oversight: Manage the FJP program, ensuring operational efficiency, adherence to budget, and the achievement of program milestones; ensure program data collection and integrity, working closely with External Affairs on funding proposals, reports, and communications.
- Staff Supervision & Strategic Coordination: Provide direct supervision, mentorship, and professional development to legal and administrative direct reports, ensuring team cohesion, operational readiness, and holistic representation for clients, particularly when cases overlap between removal defense needs and habeas opportunities.
- Cross-Unit Collaboration: Work in ongoing coordination with the Asylum Access Services (AAS) team to ensure seamless continuity of advocacy regarding detention conditions and referrals.
Legal Practice
- Caseload Management: Maintain a personal, high-complexity caseload of removal defense cases annually.
- Direct Representation: Provide expert legal counsel and direct representation for clients, leveraging deep experience in removal defense to protect due process rights for detained populations.
- Legal Oversight: Review complex case intakes and provide strategic direction on legal arguments and procedural approaches service recipients in detention

QualificationsREQUIRED QUALIFICATIONS

Experience: Minimum of 7 years of experience practicing as an immigration attorney, with specialization in removal defense.
- Leadership: Demonstrated experience leading legal teams or complex initiatives, with a strong ability to manage support staff and project workflows.
- Subject Matter Expertise: Proven track record in immigration law; deep familiarity with detention center procedures.
- Education and Licensure: Juris Doctor (JD) degree and active bar membership in good standing.

RAICES, a 501(c)3 not-for-profit organization formally known as the Refugee and Immigrant Center for Education and Legal Services, was created in 1986 to welcome and fight for families seeking safety and freedom in the U.S.

We started as a two-person team in a tiny San Antonio office and kept growing to include Austin, Corpus Christi, Dallas, Fort Worth, Houston, and Laredo — and to make our services accessible to people in rural communities statewide. Today, with our Texas roots and national reach, we advocate for the rights and prosperity of all our families, neighbors, and community members.

We grew from the Sanctuary Movement as a response to immigration policies that created impossible legal barriers for Central American refugees to seek protection in the U.S. In a time of exceptional need, our neighbors across the country came together and showed us what it means to be a more welcoming nation.

Originally a grassroots community-based organization known as the Refugee Aid Project, RAICES was accredited by the Department of Justice (DOJ) as a legal services provider in 1993 — centering our advocacy for access to representation as critical to equitable outcomes in immigration court — and expanded further in 2017 to include refugee resettlement services in collaboration with our national partner, the U.S. Committee for Refugees and Immigrants (USCRI).

We believe in a country where everyone has access to legal and social services — no matter where you come from. A place where people don’t have to go to court to face a giant institution on their own. A place where people don’t have to navigate a maze of local, state, and federal bureaucracies created to keep them out — because we know that our services keep families together and free.
