Facility Security Officer

We are seeking an experienced Facility Security Officer (FSO) to lead all aspects of the National Industrial Security Program (NISP) at our Billerica facility. This role ensures full compliance with 32 CFR Part 117 (NISPOM Rule), SEAD‑3 reporting, and contract‑specific DD254 requirements. The FSO serves as the primary interface with DCSA, government customers, and internal leadership on all security matters. Must be able to prioritize and multi-task, Interpret policy, develop and implement security plans and procedures. Responsible for Investigating and reporting security violations/adverse information reports with the cognizant government agency, conduct general and program specific briefings. Participation in the development and execution of security education programs. Knowledgeable on International requirements to include: Government to Government shipments, Foreign Visitor requirements, and Export compliance. Assist with Information Technology Security requirements to include: development, approval and review of Automated Information Systems. Participate with the local Insider Threat Program Team. Along with the Facilities Manager, establishes and maintains physical security systems, facility protection, contingency plans and emergency response. Develops and implements improved methods of inspections, audits, and analysis of security functions to determine performance and cost effectiveness. Handle additional tasks as assigned by management.

Operations Administrative Support

Performs a variety of management support duties for the Facilities and Operations Department including but not limited to processing invoices; monitoring vendor accounts; utility management data entry; facility work ticket data entry; facility transit program; custodial request orders; health and safety; and inventory management, and general office recordkeeping and duties. Duties require independent judgment with an understanding of Facilities, Operations and Health and Safety Department functions, procedures and terminology. Desire to be proactive and create a positive experience for others.

Primary Duties & Responsibilities:

  • Manage facility and personnel clearances, eligibility, and visit authorizations using DISS, NISS, and NBIS (as deployed).
  • Develop, implement, and maintain security plans, SOPs, and Security Procedures (SPPs).
  • Lead annual self-inspections, vulnerability assessments, and corrective action closure.
  • Conduct initial, annual, and program‑specific briefings; maintain training records and SEAD‑3 compliance.
  • Support the Insider Threat Program and coordinate with the ITPSO as required.
  • Oversee physical security measures, including access control systems, restricted/closed areas, alarm response, and visitor control.
  • Coordinate with IT on classified systems (AIS), system security documentation, audits, and media handling.
  • Interface with DCSA for all assessments, reporting, and communication.
  • Manage security incident reporting, investigations, and follow-up actions.
  • Provide administrative and operational support to Facilities, EH&S, and Operations as needed, including badge management and front desk coverage.
  • Manage several assigned projects and task to ensure compliance.
  • Other duties as assigned

Job Qualifications:

  • U.S. citizenship and active DoD security clearance required.
  • High School Diploma or equivalent required; AS or higher in business preferred
  • Minimum 2-4 years of related administrative and customer service experience required
  • Prior experience as a Facility Security Officer or security related experience
  • Competency in Microsoft Office; additional qualification as an administrative assistant or Secretary will be a plus
  • Ability to multi-task, prioritize, problem solve and work independently with an exceptional level of detail.
  • Maintain confidential facility and operation information.
  • Excellent oral and written communications skills.
  • Must possess a high degree of competency, motivation, ability to work well under pressure and with minimal direction.
  • Must demonstrate the ability to communicate effectively both in writing and orally with all levels of staff and outside personnel.

Salary Range:

$96,600.00-$128,800.000

Actual compensation for successful candidates is carefully determined based on several factors including, but not limited to, location, local regulations (such as minimum wage), education/training, work experience, key skills, and type of position.
