Job Description

The Facility Program Manager will lead the end-to-end development, launch, and operation of a 20k+ sq. ft. advanced manufacturing facility in Portsmouth, NH. This center will serve as a cost-effective, regionally focused counterpart to a traditional Advanced Technology Development & Manufacturing (ATDM) hub. This role requires building and managing a multi-stakeholder consortium spanning industry, government, and academia, while delivering a fully functional facility supporting additive and subtractive manufacturing, fabrication (including welding), production, engineering, inspection, and workforce development initiatives.

Key Responsibilities

Program Development & Facility Launch

  • Lead planning, design, and commissioning of a 20,000 sq. ft. manufacturing facility.
  • Define operational scope, equipment strategy, and capability roadmap (additive, subtractive, fabrication, inspection).
  • Oversee facility buildout, vendor selection, and equipment installation.
  • Ensure compliance with safety, environmental, and regulatory requirements.

Consortium Leadership

  • Establish and manage partnerships across industry, government agencies, and academic institutions.
  • Develop governance structures, membership models, and collaboration agreements.
  • Align stakeholder interests into a unified strategic vision and execution plan.

Operations & Program Management

  • Develop and implement operational processes across production, engineering, and inspection functions.
  • Create scalable workflows that support prototyping, low-rate production, and applied R&D.
  • Manage budgets, timelines, and performance metrics for all facility programs.
  • Implement best practices in lean manufacturing, quality assurance, and continuous improvement.

Technical Oversight

  • Ensure integration of:
    • Additive manufacturing (metal and polymer)
    • Subtractive machining (CNC and precision machining)
    • Fabrication and welding operations
    • Metrology and inspection systems
  • Guide technology selection and modernization strategies.

Workforce Development (Secondary Impact)

  • Collaborate with academic and training partners to develop workforce pipelines.
  • Enable hands-on training, apprenticeships, and certification programs within the facility.
  • Support regional economic development through skills training aligned with industry needs.

Stakeholder Engagement & Funding

  • Secure and manage funding through public and private sources (grants, contracts, memberships).
  • Represent the facility to external stakeholders, including government entities and industry leaders.
  • Deliver regular updates, reports, and performance outcomes to the governing board.

Required Skills and/or Experience:

  • Motivated self-starter with a willingness to take on a challenge that is loosely defined, yet critical to maintaining allied maritime superiority.
  • Direct submarine industrial operations facilities experience, with at least 10 years of experience as a Civil Engineer or DoD/NAVFAC civilian facilities manager. PWO experience is prefered.
  • History of requirements generation, verification, and execution management of depot level industrial facilities associated with nuclear submarine repair, modernization and overhaul.
  • Excellent leadership, communication, and interpersonal skills with the ability to collaborate effectively with diverse teams and stakeholders.
  • Excellence in written communication skills is mandatory.
  • Demonstrated ability to manage multiple projects and priorities under a tight timeline within a fixed budget.
  • Strong fact-finding, problem-solving, and decision-making skills supported by a willingness to accept authority and accountability for program success.
  • Proficiency in MS 365 applications
  • PE in civil, structural, mechanical, or electrical engineering is desired.
  • Must be a U.S. citizen
  • Ability to travel up to 25% of the time and ability to maintain a work visa for foreign travel.

Degree Requirements:

BS/BA or 20+ years equivalent experience in US Navy Industrial Shipyard facilities work.
