Job Description

Essential Functions

· Prepare regional plans & studies including Regional Integration Plans (RIPs), Functional Regional Shore Infrastructure Plans (RSIPs), business case analyses, and special studies.

· Prepare installation-level planning documents such as Installation Development Plans (IDPs), Capital Improvement Plans, Recapitalization Plans, Installation Appearance Plans (IAP), ATFP Plans, Master Plans, Land Use Plans, and SCA studies.

· Prepare Basic Facility Requirements (BFRs) and Facility Planning Documents (FPDs), including maintaining updated iNFADS data.

· Perform Asset Evaluations (AEs) and update property records and asset fields in iNFADS.

· Prepare and manage site approval documentation including graphics, PR/BFR/FPD updates, safety and non-safety approvals, and WEBSAR submissions.

· Prepare encroachment management products including Encroachment Action Plans, AICUZ/RAICUZ studies, and NASMOD analyses.

· Develop SRM project packages including DD1391 (EPG entry), cost estimates, site plans, NEPA documentation, ATFP questionnaires, FRES/iNFADS data, photos, and SRM checklists.

· Support MILCON project development including DD1391, project scoping, ROM estimates, economic analysis, site selection, and readiness inputs.

· Conduct market feasibility studies and support Enhanced Use Lease (EUL) Phase I and II planning documentation.

· Provide draft space requests, manage documentation, analyze requirements, and coordinate region-wide space requests.

· Support tenant outfitting, churn management, movement planning, and space utilization.

· Support CNIC/claimant requirements including data calls, budget inputs, reporting, tasker support, RFIs, design reviews, and tenant coordination.

· Generate Real Estate Requirements including leases, permits, EUL support, encroachment partnering, acquisitions/disposals, PPV coordination, and modular/trailer requests.

· Perform general planning consultation including ADA investigations, ATFP requirements, environmental constraints, and AICUZ/RAICUZ program support.

· Other duties as assigned.

Competencies

· Knowledge of abstract planning concepts and ability to manipulate planning variables.

· Knowledge of the Navy Shore Facility Planning System (SFPS) and its major components.

· Ability to analyze engineering, management, and economic data and develop alternatives with defined benefits and liabilities.

· Excellent interpersonal and written communication skills.

· Ability to perform tasks safely and responsibly.

· Ability to obtain Government credentials (CAC).

· Self-starter with strong work ethics and collaborative attitude.

Required Education and Experience

· Bachelor’s degree in planning, engineering, architecture, or related field.

· Minimum 7 years of facility planning experience, including BFR/FPD preparation, iNFADS use, ICAP, DD1391 development, long-range installation planning, or shipyard planning experience.

· Valid driver’s license.

· Mobility: must be able to stoop, kneel, reach, walk, lift, grasp, feel, talk, hear, and perform repetitive motions.

· Hearing: must be able to hear audible safety alarms.

· Visual Acuity: must be adequate to perform the above listed tasks in a safe manner and perform activities such as viewing a computer terminal and extensive reading.

· Lifting: must be able to exert up to 50 pounds of force occasionally and up to 20 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
