Job Opportunity: Facility Management Systems Analyst — Europe (DHA Facility Operations Specialist)
Location: Europe Area of Responsibility — OCONUS
Start Date: 1 Jun–1 Jul 26 Schedule: Full-Time

French Consulting is seeking a Facility Management Systems Analyst to deliver hands-on technical and analytical support for the Defense Health Agency (DHA) Facility Database program across the European AOR. Your analysis feeds capital planning decisions that protect billions of dollars in U.S. government healthcare infrastructure — and ultimately ensures military families have safe, well-maintained facilities.

What You'll Do
Process Analysis & Database Management

• You’ll conduct AOR reviews of facility management processes across European MTFs, producing flowcharts, Gantt charts, PERT charts, and data analysis reports to optimize DHA Facility Database utilization at each site.
• You’ll develop, update, and maintain DHA Facility Database records across sites; assess facility equipment condition, performance, and remaining service life in support of DHA capital planning; and review all data entries with government personnel before final submission.
• You’ll assist in data alignment for new construction, repair, and alteration projects and provide recommendations for the DHA Facility Database Implementation Plan following system testing.

Stakeholder Coordination & Reporting

• You’ll coordinate directly with DHA, MTF Facility Managers, and on-site Data Specialists to provide business process conversion support and participate in facility management meetings and DHA-directed working groups.
• You’ll produce written trip reports within 5 business days of site visits, including a quantitative DHA Facility Database performance evaluation and corrective action recommendations.
• You’ll assist DHA HQ and AOR personnel in researching solutions to facilities management issues — translating complex data gaps into clear, actionable recommendations.

You are a detail-oriented technical professional who understands that data accuracy has direct consequences for capital planning and operational readiness. You can translate a complex data gap into a clear recommendation for both technical teams and senior program managers. You take personal ownership of your AOR — when an MTF’s facility data is incomplete or non-compliant, you don’t wait to be told; you dig in.

Required Qualifications
Minimum 3 years of experience in program management, project management, or business analysis supporting DoD or federal government clients.
Working knowledge of DHA facility management information systems or comparable enterprise database tools; demonstrated ability to perform data analysis and produce process documentation (flowcharts, Gantt charts, or equivalent).
Proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint); CAC eligibility within 120 days of hire (favorably adjudicated NACI or equivalent); SOFA compliance for OCONUS locations; English fluency required.

Preferred Qualifications
Bachelor’s degree in Engineering, Facility Management, Business Administration, or a related discipline. Prior experience with DHA facility database modules (inventory, requirements, or project management) and enterprise reporting tools.
Prior OCONUS/European theater work history; familiarity with US-Host Nation Joint Commission regulatory compliance and Statement of Conditions (SOC) reporting.
