About Pee Dee Regional Center

Pee Dee Regional Center is a public Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) of the South Carolina Department of Behavioral Health and Developmental Disabilities (BHDD), Office of Intellectual and Developmental Disabilities (OIDD) located in Florence, SC serving residents with intellectual and developmental disabilities. This center provides a full range of services for over 100 individuals with severe cognitive and physical disabilities with a staff of 300. Pee Dee Regional Center is one of five public ICF-IID operated by the BHDD-OIDD. The city of Florence has a population of about 40,000. It has a rich history and is home to Francis Marion University which has a strong reputation for its academics. In addition to the typical advantages of mid-sized city living, it also is within an hour-and-a-half drive of the coastal metropolitan area of Myrtle Beach and the state capital of Columbia. Cost of housing in Florence is well below the national average and the winters are temperate. In short, Florence offers a good quality of life.

Job Responsibilities

This is a senior leadership position responsible for program management, fiscal management, and oversight of a state operated ICF-IID and supervision/leadership of facility administrative personnel. Program Management responsibilities include, but are not limited to, assurance of continuous active treatment, promotion of positive health outcomes, continuous staff development and training for all Regional Center personnel, regular engagement with those served and their families or circle of support to ensure satisfaction of services and share opportunities for community integration and living. Responsible for timely communication of changes to federal and state policies and procedures governing ICFs-IID, and other services via contracts or fixed bid solicitations. Perform special projects and assignments improving access and delivery of services to consumers and stakeholders.

This position:

• Provides guidance and supervision to key regional center directors and personnel with responsibilities impacting facility operations. Ensures acumen of Centers for Medicare & Medicaid Services (CMS) State Operations Manual provisions, federal and state rules and regulations pertaining to ICFs-IID, and knowledge of community-based service options to promote community integration, inclusion, and successful transition.
• Proactively engages employees to build relationships that create trust, open dialogue, and full transparency; establish roles, responsibilities and expectations with extraordinary clarity; motivate every single employee to take action and connect their duties in a compelling manner with agency mission; assertively engages employees to drive outcomes and overcome adversity, obstacles, and resistance; creates a culture of clear accountability; and makes decisions that are based on productivity, not politics. Develops a deep personal responsibility for all subordinate activity in your area of responsibility and in-still this same mindset with subordinates.
• Develops key performance indicators (KPI) to establish quality and risk management benchmarks. KPI should incorporate human resources, survey data and trends, critical and Abuse, Neglect and Exploitation (ANE) incidents, capital permanent improvement projects (CPIP), small projects, and analyses of fiscal reports.
• Facilitates organizational and operational uniformity among all Regional Centers as required/needed. Develops Assistant Facility Administrator role, and other senior leadership roles, to align with a uniformed organization structure across Regional Centers.
• Proactively identifies specific improvement projects, develop specific guidance/parameters, specific milestones, final completion time, fix accountability for results, and effectively brief higher-level managers periodically on status.
• Ensures state operated ICFs-IID comply with federal and state labor laws and Department of Labor (DOL) regulations to include but not limited to the Workforce Innovations and Opportunities Act (WIOA).
• Conducts frequent walking visits (at least bi-weekly) of resident living areas, workshops, and day service areas to identify needs and ensure delivery of appropriate support and services. Conducts unannounced after-hours visits of facility (bi-monthly) to assure ICF-IID licensing and certification standards are provided as appropriate with identified needs tracked to completion/correction. Assures sufficient unannounced visits by key management staff to support appropriate feedback and identify/correct negative trends. Explores/establishes capacity to provide recurring institutional respite space and emergency stabilization as appropriate.
• Performs special projects and other administrative duties as assigned by Director of Facility Operations.

Examples of duties

Bachelor’s degree from an accredited college or university in a human services field of study and at least three (3) years of experience working with people who have disabilities with at least one (1) year of experience in supervision/administration.

Qualifications

Strong preference will be given to seasoned applicants who have: an extensive knowledge of best practices of service delivery to persons with cognitive and/or physical disabilities, advanced leadership skills in guiding a large human services organization, and extensive knowledge of federal ICF-IID regulations.
