MISSION:

JOB PURPOSE:

Under the general supervision of the Associate Deputy of Support Services, the Facilities Services Manager plans, organizes and prioritizes work activities, assigns tasks to workers and allocates equipment and materials to accomplish assigned tasks. Communicates expectations and standards of performance to subordinates and reviews work to ensure that it was done properly. Confers with employees and other agency staff to resolve problems. Plans and conducts periodic inspections and schedules preventive maintenance of facilities and equipment. Oversees training of new and existing staff. Selects, requisitions, purchases and receives equipment and materials. Maintains records and prepares reports regarding work activities. Prepares budget estimates based on anticipated needs for equipment, materials and personnel.

JOB RESPONSIBILITIES:

  • Manages and directly oversees the Agency’s Custodial Services contracts, including reviewing and reconciling associated service invoices.
  • Conducts routine physical inspections of facilities to ensure cleaning staff performance and external vendor compliance with contract standards and requirements.
  • Oversees the daily operations of the agency’s custodial staff and services, including assigning cleaning staff to specific schedules and facility zones, maintaining detailed cleaning logs, and distributing cleaning products, keys/access badges, and safety data sheet (SDS) compliance documentation to the custodial team.
  • Coordinates and manages comprehensive custodial services, custodial supplies, equipment, recycle, and asset operations for assigned facilities, ensuring strict adherence to institutional security and safety protocols.
  • Ensures compliance with agency requirements, strict inventory control, and secure janitorial tool, chemical, and equipment management protocols.
  • Establishes, implements, and maintains supply and tool control monitoring protocols across facilities.
  • Coordinates supply/inventory transitions, special cleaning projects, and supervision of the SCDC inmate labor crew.
  • Completes assigned training(s) to ensure all custodial staff and work crews are properly educated in standard operating procedures and facility rules.
  • Promotes continuous improvement of custodial operations.
  • Solicits feedback from facilities and stakeholders and assists with implementing improvements that enhance custodial services.
  • Performs other related job duties required by management.

STATE MINIMUM REQUIREMENTS:

A high school diploma and custodial, groundskeeping or maintenance experience directly related to the area of employment.

ADDITIONAL REQUIREMENTS:

  • Requires working knowledge of how to properly carry out custodial, groundskeeping or maintenance tasks.
  • Knowledge of custodial, groundskeeping or maintenance standards and requirements.
  • Knowledge of safety practices relevant to the area of employment.
  • Knowledge of personnel, procurement and budgeting practices in state government.
  • Knowledge of the concepts and techniques of on-the-job training.
  • Ability to keep accurate written records.
  • Ability to prioritize and make the optimal use of personnel, materials and equipment.
  • Ability to plan, direct and review the work of subordinates.
  • Must possess a valid SC driver's license and be able to pass the Defensive Driver's training test.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice.

Training applicable for these duties will be provided.

Must be able to work under pressure and meet deadlines.

Must be able to bend, stoop, and lift up to 50 lbs.

Must be able to work in an environment with incarcerated juveniles. This position is an essential position.

Qualifications

PREFERRED AGENCY REQUIREMENTS:

State minimum requirements: A high school diploma and custodial, groundskeeping or maintenance experience directly related to the area of employment. Preferred: A high school diploma and at least three (3) years of work experience directly related to custodial services management. A bachelor's degree may be substituted for work experience.
