We are seeking a Facilities Program Analyst, to lead the Facilities Analyst Management Support contract. This project will provide facilities planning, analysis, coordination, and program support for the Naval Construction Group One (NCG 1). This position is full-time, working 40 hours per week, 8 hours per day between 07:30 and 16:30, Monday through Friday, excluding legal public holidays. This position is on-site, at NCG ONE, 1436 Pacific Road, Port Hueneme, CA. 93043-4302.

So, what will the Facilities Program Analyst at Terrestris do?

The Facilities Program Analyst will be a key personnel position for the Facilities Analyst Management Support contract, providing facilities planning, maintenance analysis, project and funding tracking, stakeholder coordination, and technical support to sustain NCG 1 facility readiness and budget execution. This position is contingent upon contract award.

What does a typical day look like for a Facilities Program Analyst?

You will:

Facilities Systems and Planning:

  • Provide administrative coordination and
    technical assistance for facilities activities, project execution, maintenance,
    and Pacific Naval Construction Forces requirements.
  • Analyze current and future facility
    requirements and develop comprehensive Facility Requirements Studies for active
    and reserve NCG 1 units.
  • Develop and maintain Basic Facility
    Requirements (BFRs), facility records, engineering drawings, maps, asset
    information, deficiencies, and space-allocation documentation; facilitate
    validated BFR transmission to NAVFAC Southwest planners for iNFADS entry.
  • Prepare facility project documentation,
    including activity submissions, justifications, cost estimates, environmental
    impact assessments, and recommendations on space-allocation and
    facility-improvement requests.
  • Coordinate technical communications with
    NAVFAC, USACE, engineering support commands, subordinate units, inspectors, and
    other facilities stakeholders.

Maintenance Management Systems:

  • Manage facilities planning support, including
    maintenance action plans, DD Form 1391 documentation, master planning inputs,
    and 10% quarterly trouble-ticket backlog reduction.
  • Track facility projects, milestones, funding
    allocations, facility fund tracking sheets, and command assessments from
    project inception through final completion.
  • Evaluate Facilities Management and Camp
    Maintenance Programs, conduct management studies, and research potential
    funding resources supporting subordinate commands and construction activities.
  • Support NECC Inspector General Command
    Assessments and NECCPAC facilities requirements, including technical guidance,
    data calls, and NCG 1 Integrated Priority List consolidation for Commodore
    review.
  • Analyze facility operating costs, ISSAs, and
    Annual Inspection Summaries to develop budget and SRM execution inputs,
    accurately categorize deficiencies, and support an AIS/SRM function
    representing approximately 25% of overall workload.

Logistics and Materials Support:

  • Analyze personnel loading, training periods,
    out-loading requirements, and logistics data to determine and document facility
    requirements.

What qualifications do you look for?

You might be the professional we’re looking for if you have:

  • Ability to complete background investigation.
  • U.S. Citizenship.
  • Demonstrated technical knowledge of Navy
    Facilities Maintenance Plans, Navy Basic Facility Requirements (BFRs), and the
    generation of DD Form 1391 documentation.
  • Operational proficiency in Maximo and associated
    facilities database management systems.
  • Working knowledge of warehouse and inventory
    management practices to support camp maintenance materials control.

We will be extra impressed if you have:

  • Familiarity with NAVFAC Asset Management,
    Facilities Maintenance Division (FMD), and Facilities Engineering Acquisition
    Division (FEAD) operating structures.
