We are seeking a facilities manager who is highly motivated, brings enthusiasm, and has direct mechanical, electrical, plumbing, fire suppression systems, preventative maintenance knowledge, BAS experience, and asset management experience. This person will be a member of a collaborative team of dedicated highly performing staff that are responsible for the implementation of SWMP’s capital improvement and preventative maintenance projects.

DPWES provides solid waste collection services for approximately 45,000 homes, operates a 3,000 ton per day transfer station, host and oversight of one of the largest waste-to-energy facilities in north America, operates and maintains two landfill methane recovery systems, regulates solid waste services, provides education and outreach to the community, and leads sustainability initiatives to promote zero waste goals for Fairfax County. SWMP is a national and state recognized program having received accreditation from the American Public Works Association and awards from the Virginia Environmental Excellence Program. The foundation of this success is SWMP’s diverse and growing work force of approximately 350 employees all working to the singular goal of the environmentally responsible and cost-effective disposal of waste to keep Fairfax County clean, healthy, and sustainable.

Responsibilities Include:

• Under the general direction and supervision of the Public Works and Environmental Services Construction Project Coordinator for Solid Waste Management, the role of the Solid Waste Facilities Manager is to lead a team that ensures safe, clean, and well-operating facilities at a multidisciplinary set of public works buildings. The Facilities Manager will oversee maintenance of over 100,000 square feet of facilities including office space, transfer station, storage, and specialty trades shops including welding, small engine repair, laboratories, hazardous waste disposal, and truck wash facilities.
• Provide planning, direction, management oversight and evaluation of facility maintenance programs and operations. The Facilities Manager will launch daily operations from the Government Center, located at 12000 Government Center Parkway. The selected candidate will determine and select contracted expertise in accordance with Fairfax County procurement regulations. Following County operational strategies, the Facility Manager will employ asset management best practices to provide excellent working conditions for skilled trades and office staff, all while staying aligned with the County and DPWES operational strategies towards zero waste and energy management. The Facility Manager will accomplish this by leading a team of employees and contracted staff, establishing a collaborative and supportive work culture.
• As the facilities must remain in compliance with inspection requirements, and all site permitted requirements, the position plans, coordinates, directs, and monitors the implementation of all facility and equipment preventive, predictive, and proactive maintenance, repairs, and operations, including staff management, for critical commercial building infrastructure (mechanical, electrical, plumbing, civil, life safety, conveying, building envelope, locksmith, building finishes, and small projects) across a complex portfolio of various building types and structure uses in compliance with all department and county requirements and policies as well as local, state and national codes and regulations.
• Coordinates and partners with other internal and external agencies such as the Department of Vehicle Services, Office for Environment and Energy Conservation, Department of Emergency Management and Security, Equity Office, etc., and performs related work as required. This position performs various tasks to ensure the agency’s productivity and efficiency, including implementing operational strategies, evaluating operations and maintenance performances, and supervising contractors.
• Designs and implements facility asset management program for facility infrastructure and critical building systems. Systems include fire suppression, sewer, water, security, HVAC, electrical, solar, camera systems, IT infrastructure, etc. Details maintenance, repair, and replacement timelines for all assets.
• Manages facility projects from design through construction to operational handoff. Plans and supervise contractors working on regular maintenance, repair, or replacement of the facilities infrastructure. Provides feedback and inspections for quality control purposes. Maintain relationships with partners/vendors/suppliers. Assess and identify new opportunities for improvement and efficiency. Perform regular site and building evaluations to determine areas of improvement.
• Gather, analyze and interpret external and internal data and write reports, justification memos, and purchase requests. Ensure adherence to building codes and County Policies. Makes periodic and special inspections to evaluate the condition of county buildings and equipment, jobs in progress, and jobs completed. Prepare written reports of observations during inspection.
• Developing and managing the facility budget, including forecasting expenses, requesting expenditures, and seeking cost-effective solutions for maintenance and operational needs. Analyzes and reports preventative maintenance cost-effectiveness. This duty often involves negotiating contracts with vendors and service providers.
• Engages in safe working practices and comply with local and state safety requirements. Applies county and division safety policies, programs, and initiatives to all work activities. Participates in safety and operations training programs consisting of both written and practical exercises. Develop strategies to promote and enforce safety regulations to identify unsafe work conditions and practices. In coordination with safety analysts, develops and implements programs to proactively address safety deficiencies.

• Directs the general administration of a portfolio of buildings;
• Manages multiple independent teams involved in the operations, repair and maintenance of buildings and associated structures;
• Supervises skilled, semi-skilled, trades, and labor staff responsible for operations, maintenance, renovation and/or new construction of facilities;
• Ensures the reliability of building operations (continuity of business) and infrastructure through the ongoing operations and maintenance of buildings, physical plants, and related/associated structures and amenities;
• Reviews and interprets technical manuals, blueprints, maps, or diagrams to plan program work and to provide technical guidance to staff;
• Coordinates with other internal and external agencies to identify and mitigate risks and resolve issues including regulatory and complex challenges;

• Assists in developing and implementing long and short-term program goals and objectives;
• Establishes business metrics to track changes or adjustments needed to be made to improve services/operations;
• Monitors and evaluates multiple large dollar contract services for equipment replacement, emergency repairs and on-going repair and maintenance;
• Monitors and participates in the development of budgets, contracts, business agreements, and human capital reports;
• Interprets, monitors, and ensures adherence to Federal, State, and County building codes, regulations, standards, and mandates;
• Coordinates with County, State and Federal representatives in the implementation of programs and regulatory standards;
• Ensures building and equipment licenses, permits, certifications and inspections are current; Manage maintenance scheduling, workload management, and asset control using the maintenance management system (CMMS);
• Performs personnel functions including: the development of performance measures, guiding personal actions and employee relations, performing employee reviews, and managing employee development;
• Identifies, promotes, implements, tracks, and reports energy savings/avoidance and sustainable practices;
• May lead emergency management response team in responding to facilities-related emergencies.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited college or university with a bachelor's degree in planning, architecture, engineering, public or business administration or a closely related field: plus, five years of experience in performing building maintenance, repair and/or construction, or in managing residential or facilities development projects, including three years of experience in supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:

• Valid driver's license.
• Facility maintenance certifications relating to HVAC, electrical, plumbing, construction, facilities management, etc. within 18 months of hire.
• Asset Management Certification or the ability to obtain certification within 18 months of hire.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• Five or more years of experience managing Capital Improvement Projects for facilities including Building Automation Systems (BAS), methane gas collection systems, solar project implementation, pump stations, building envelope, and fire suppression systems improvements.
• Five or more years of experience in industrial operations support and project management.
• Five or more years of experience utilizing Excel, PowerPoint and Word.
• Five years of experience reviewing and analyzing construction plans and specifications.
• Trades certification or license for Asset Management, Landfill Operations, Electrical, HVAC, Construction, or Facilities Management.
• Five or more years of experience implementing asset management programs for facility infrastructure and critical building systems.
• Five or more years managing budgets, forecasting expenses, and seeking cost-effective solutions for maintenance and operational needs.
• Five or more years supervising a team of two to four trades employees.
• Five or more years creating preventative maintenance schedules, and standard operating procedures for facilities.

PHYSICAL REQUIREMENTS:

Ability to climb from ladders, steps and extensions and climb up to 16 feet to perform tasks. Ability to lift up to 25 lbs. without assistance and 25 to 50 lbs. with or without assistance. Ability to operate a vehicle. Ability to work around loud noises and dangerous moving equipment and vehicles. Ability to work in adverse weather conditions and temperatures. Ability to enter and work in a confined space (i.e., wet wells and gas flare systems). Ability to work in an environment where raw waste and household hazardous material exists. Visual competency is required to be able to differentiate wire colors. Candidate must be physically and mentally capable of performing confined space entry operations via 21" manholes with vertical descent using integral or portable ladders further requiring use of all applicable protective equipment documentation. Mobility of employee is required for county facility inspections. Able to effectively communicate, both verbally and in writing. Replacement of manhole covers weighing up to 90 pounds. With or without reasonable accommodation performs duties to include pushing, pulling, lifting, bending, stooping, walking, climbing in and out of catch basins and manholes.
