The Facilities Engineer is responsible for overseeing operations and maintenance of critical utility and building systems in a semiconductor manufacturing environment. Ensures reliability, efficiency, and compliance of equipment such as power systems, HVAC, and safety systems through preventive and corrective maintenance. Supports project execution, cost optimization, and continuous improvement initiatives while managing contractors and leading maintenance programs. Reports to Senior Facilities Engineer and contributes to seamless plant operations, including emergency response and adherence to regulatory standards.

Key Responsibilities

Strategic & Continuous Improvement

  • Drive continuous improvement initiatives, including energy efficiency, cost reduction, and process optimization programs.
  • Identify and implement cost-saving opportunities aligned with departmental and organizational goals.
  • Optimize utilization of facilities equipment, utilities, and assets to maximize operational efficiency and sustainability.
  • Recommend and implement quality improvement practices to enhance system reliability and performance.

Planning, Compliance & Governance

  • Develop, review, and update facilities policies, standard operating procedures (SOPs), and emergency response protocols.
  • Ensure compliance with local regulations, safety standards, and company policies related to facilities operations.
  • Determine, define, and document maintenance scopes, procedures, and technical requirements.

Project & Program Management

  • Plan, initiate, and execute facilities-related projects from concept to completion, ensuring technical accuracy, quality, and timeliness.
  • Lead Preventive, Predictive, and Planned Maintenance programs to reduce downtime, costs, and operational risks.
  • Manage RFP processes and vendor engagements to support facilities operations and improvement initiatives.

Technical Oversight & System Reliability

  • Provide technical expertise in the operation, maintenance, and troubleshooting of critical systems (Generators, Switchgears, UPS, HVAC, CDA, Fire Protection, Exhaust Systems).
  • Analyze daily operations reports to identify risks, trends, and system inefficiencies, and implement corrective actions.
  • Conduct root cause analysis and implement sustainable solutions for equipment and system failures.
  • Ensure all facilities equipment and utilities remain in optimal working condition through effective maintenance strategies.

Operations Management & Execution

  • Oversee daily facilities operations and maintenance activities to ensure uninterrupted plant performance.
  • Lead and supervise shift operations, ensuring seamless coordination and support across all plant activities.
  • Respond promptly to emergency situations, ensuring proper escalation, communication, and resolution.

Team & Vendor Supervision

  • Supervise and manage third-party vendors, contractors, and service providers (e.g., technicians, security, janitorial).
  • Ensure adherence to service level agreements (SLAs), safety standards, and quality expectations.
  • Provide leadership, guidance, and coordination to ensure team efficiency and accountability.

Monitoring, Reporting & Documentation

  • Monitor system performance and maintain accurate documentation of maintenance activities, reports, and metrics.
  • Ensure proper use and updating of CMMS and emergency communication tools.
  • Review daily activity reports and maintenance records for completeness and continuous tracking.

Qualifications:

  • Bachelor’s degree in Electrical or Mechanical Engineering; licensed engineer (PRC Board Passer required).
  • 5–8 years of relevant experience in facilities engineering within an industrial or manufacturing environment.
  • Strong knowledge of mechanical and electrical systems, utilities, and building maintenance.
  • Experience in managing contractors and third-party service providers.
  • Familiarity with CMMS, BMS, and MS Office tools.
  • Good project management, problem-solving, and analytical skills.
  • Strong communication and leadership abilities, with capability to handle emergencies and support plant operations.
