Duties & Responsibilities
Work with user department to setup plans for new construction and renovation – 20%
- Discuss with user departments involved in new construction or renovation projects and collecting relevant information.
- Confirm the onsite situation.
- Organize the discussion involving the user and support department.
- Convert the new construction and renovation plans into requirements for outsourcing design or construction.
- Search for design company based on requirement.
- Communicate the concept design with the design company and track the design progress.
- Organize user and technical department to review the concept design drawings.
- Gather and feedback the finding points to design company and finalize the design.
Work with design company to setup design plan and organize the drawing review – 20%
Support PUR team to execute the tender process – 10%
- Prepare the tender documents and BOQ list based on the design drawings and the requirements.
- Work with PUR team to qualify the suppliers.
- Work with PUR team to send out the tender documents and design drawings.
- Estimate the technical documents and summarize.
- Prepare the permit documents and get the approval from Gov.
- Prepare the acceptance documents and get the certificated documents from Gov.
FFT and construction permit and acceptance by Gov. – 5%
Manage the progress, quality, safety, budget and VO during the construction process – 25%
- Organize technical and EHS review and training for the vendor before they start the construction.
- Be responsible for handling visitors, EHS agreements, temporary cards, etc. for the vendor before they start the construction.
- Be responsible for coordinating the onsite and the temporary water and electricity supply for construction.
- Tracking the construction process based on the schedule.
- Be responsible for the quality control and the concealed acceptance process.
- Be responsible for the onsite safety management.
- Be responsible for the VO management.
Support and tracking the budget execute – 5%
- Prepare and submit the contract for approval.
- Support the payment procedure.
- Support clerk to record and update the budget execution.
- Organize the relevant professional departments and user departments to inspect and accept the completed projects.
- Gather and summarize the project completion acceptance drawings and reports.
- Tracking and handling the defect of acceptance.
- Hand over to the user and facility operation and maintenance team.
- Tracking the sporadic construction projects.
- Manage quality and safety during the construction process.
- Daily checking the construction supplier’s management.
Internal acceptance and hand over – 5%
Tracking and management of sporadic construction repair projects – 5%
Lead or support facility engineering of COHR APAC region – 5%
- Manage facility engineering domains including energy efficiency, maintenance, and FMEA assessments.
- Coach and develop team capability as core technical expert.
Qualification & Requirements
Education & Experience
- Education: Bachelor's degree or above (preferably electrical engineering; HVAC/refrigeration acceptable).
- Experience: 8+ years in infrastructure project management for cleanrooms/manufacturing plants; facility operation experience is a plus.
- Language: Fluent English (verbal/written).
Skills & Other Requirements
- Familiar with the relevant knowledge and business content of construction project management and be familiar with construction safety regulations and standards.
- Familiar with factory dust-free purification, strong and weak current refrigeration, HVAC, water supply and drainage, wastewater & Construction techniques and on-site control requirements for large or special gases such as CDA vacuum boilers for waste gas fire protection facilities, heat, N2/H2, etc.
- Familiar with the requirements for material performance in the production process and the quality standards for construction material performance
- Ability to handle multiple priorities and complex issues involving external and internal priorities
- Experience with problem analysis and resolution at the strategic and functional levels
- Excellent interpersonal, communication, and presentation skills.
Working Conditions
- Working conditions typical of a climate controlled and professional office environment. This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, etc.
- Willingness for medium-to-long-term domestic/international travel in APAC region.
