Job Description

The External Programs Director is responsible for the strategic oversight, execution, and compliance of external grants aimed at accelerating nuclear engineering workforce development in Poland. This role serves as the primary liaison between internal stakeholders, government bodies, academic institutions, and international grant-funding agencies. Additionally, this role serves as the functional lead for ensuring all project-related activities adhere to stringent international export control regulations.

Key Responsibilities

• Grant Management & Compliance: Oversee the full lifecycle of the grant, ensuring all milestones, deliverables, and financial reporting align with the grantor’s requirements and internal governance.
• Export Control Oversight: Serve as the primary point of contact for export control processes in Poland. Ensure that all technical information, software, and technology transfers associated with grant-funded projects comply with Polish, EU, and international export control laws (e.g., dual-use regulations).
• Stakeholder Engagement: Act as the principal point of contact for Polish government agencies, nuclear regulatory bodies, and academic partners involved in the engineering development pipeline.
• Program Strategy: Develop and implement a roadmap for local nuclear talent development, including university partnerships, certification programs, and professional training initiatives.
• Budget Oversight: Manage project budgets, ensuring fiscal responsibility and accurate reporting of grant funds utilized for research, infrastructure, and training programs.
• Risk Management: Identify and mitigate risks associated with regulatory changes, export compliance, project timelines, and stakeholder expectations in the evolving Polish energy sector.
• Reporting & Communication: Prepare regular impact assessments and technical briefings for the Poland Engineering People Leader, internal executive leadership, and external funding partners.

Required Qualifications

• Experience: 10+ years in project management, public affairs, or program leadership, preferably in the energy or nuclear sector.
• Export Control Expertise: Demonstrated experience managing trade compliance, export controls, or regulatory oversight in a high-tech or engineering environment.
• Education: Bachelor’s degree in Engineering, Public Policy, Business, or a related field (Advanced degree or PMP certification preferred).
• Language Skills: Full professional proficiency in both Polish and English.
• Industry Knowledge: Strong understanding of the nuclear engineering landscape in Poland and current export control frameworks applicable to nuclear technology.
• Soft Skills: Proven ability to manage complex multi-stakeholder relationships and navigate high-stakes, government-affiliated projects.

Preferred Qualifications

• Direct experience managing EU-funded or government-backed grants.
• Established network within Polish technical universities and energy research centers.
• Professional certification in Trade Compliance or Export Controls.
