Job Description

Expert - HSSE Culture will serves as the organization's subject matter expert in safety culture, human and organizational performance, leadership development, organizational learning, and behavioral change. The role will work closely with executive leadership, line management, employees, and contractors to embed safety as a core organizational value and improve operational resilience across all business activities.

Typical responsibilities

Safety Culture Transformation Leadership

  • Develop and implement the organization's HSSE Culture Transformation Roadmap aligned with the 2030 strategy.
  • Establish a structured culture maturity model and define annual improvement targets.
  • Lead the design, implementation, and sustainability of enterprise-wide safety culture initiatives.
  • Serve as the focal point for safety culture transformation and organizational learning.
  • Advise executive management on culture risks, opportunities, and improvement priorities.
  • Benchmark organizational performance against leading international energy, petrochemical, and high-reliability organizations.

Leadership Capability Development

  • Design and lead the Safety Leadership Program for executive, senior, and frontline leaders.
  • Develop leadership standards and expectations related to safety ownership and visible felt leadership.
  • Implement coaching and mentoring programs to strengthen leadership effectiveness.
  • Facilitate executive workshops and leadership culture forums.
  • Measure leadership effectiveness through culture indicators and workforce feedback
  • Governance & Performance Management

Human Performance & Organizational Learning

  • Introducing Human and Organizational Performance (HOP) principles throughout business.
  • Develop learning team processes for significant events, operational challenges, and organizational learning.
  • Promote a learning culture that focuses on understanding work as performed.
  • Strengthening psychological safety and workforce engagement.
  • Drive improvement in reporting quality, learning effectiveness, and workforce participation.

Workforce Engagement & Culture Programs

  • Lead the Safety Ambassador Program and similar workforce engagement initiatives.
  • Develop innovative campaigns to strengthen employee ownership and accountability.
  • Design behavioral and human performance interventions based on organizational needs.
  • Improve workforce participation in safety programs and continuous improvement activities.
  • Drive recognition and reinforcement programs that support positive behaviors.

Contractor Culture Excellence

  • Develop and implement the Contractor Safety Culture Framework.
  • Assess contractor culture maturity and capability.
  • Build contractor leadership capability through coaching and development programs.
  • Establish consistent cultural expectations across employees and contractors.
  • Support contractor management teams in achieving culture improvement objectives.

Culture Measurement & Analytics

  • Conduct annual culture and engagement assessments.
  • Develop safety culture performance dashboards and predictive indicators.
  • Analyze behavioral trends, leading indicators, and organizational learning data.
  • Provide regular reports to Management and HSSE Leadership Team.
  • Track culture maturity progress against the 2030 roadmap

Change Management & Communication

  • Develop and execute culture change strategies.
  • Support major organizational transformations and business initiatives.
  • Build communication campaigns that reinforce culture objectives.
  • Facilitate employee and contractor engagement sessions.
  • Promote transparency, trust, and open reporting culture
  • Education: Bachelor’s degree in engineering, Occupational Safety, Organizational Psychology, Human factors, Organizational Development or Behavioral Science.
  • Preferred master’s degree in: Safety Management, Organizational Psychology, Human Factors Organizational Development.

Professional Certifications

  • Essential (one or more): CMIOSH, CSP, NEBOSH Diploma, CRSP, Equivalent internationally recognized. qualification
  • Highly Desirable: Human Performance/HOP qualifications, Change Management Certification, Organizational Development Certification, Leadership Coaching Certification, Human Factors Certification.

Experience Requirements

Essential

  • Minimum 12–15 years HSSE experience.
  • Minimum 5 years leading organizational culture or transformation initiatives.
  • Experience within oil & gas, petrochemical, energy, mining, aviation, utilities, or other high-risk industries.
  • Demonstrated success in driving organizational change and influencing senior leaders.
  • Experience developing leadership capability programs.
  • Experience designing and implementing culture assessment frameworks.
  • Experience managing cross-functional transformation projects.

Preferred

  • Experience implementing Human and Organizational Performance (HOP).
  • Experience conducting Safety Culture Maturity Assessments.
  • Experience with Learning Teams and Operational Learning methodologies.
  • Experience leading multinational workforces and contractor populations.
