The Illinois Department of Natural Resouces is looking to hire an Expenditures Manager for the Office of Fiscal Management. This position will serve as a full-line supervisor and Agency coordinator for SAP and IOC Expenditure polices and procedures. This position will plan and direct the operation of the online accounting system for the Department; ensure the Agency is compliant with governing rules regulations and directives for Expenditure reporting; and review and monitors to ensure compliance with directives for the IOC, CMS, and other state and federal governmental units relative to expenditures processing, rules and regulations including Accounting Bulletins, Travel Regulation Board directives and interpretations and GOMB rules and regulations. Essential Functions

• Under administrative direction of the Chief Fiscal Officer, directs Agency-wide expenditure processing, monitoring and recording of appropriations and programmatic accounting utilized Systems, Applications and Products (SAP)
• Serves as full-line supervisor
• Serves as Agency coordinator for SAP and IOC Expenditure polices and procedures
• Established GRC agency wide profiles
• Assists in troubleshooting and providing remedy to expenditure processing questions and issues
• Performs other dutes as required or assigned which are reasonably within the scope of the duteis enumerated above

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in business administration and accounting
• Requires prior to experience equivalent to three years of progressively responsible administrative experience in budgetary planning

Preferred Qualifications

• Three (3) years experience in operating SAP (Systems, Applications, and Programs) or similar software system.
• Three (3) years experience in utilizing the Illinois Office of Comptroller’s Statewide Accounting Management System (SAMS) or similar accounting management systems.
• Two (2) years direct experience in appropriation management and reconciling organization-wide expenditures
• Two (2) years direct experience with public/government rules and regulations; or similar rules and regulations, pertaining to expenditure processing including payroll and programmatic expenditures

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Office of Fiscal Management

The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations, and accounting standard.
