
[What the role is]
The Waste Management Division (WMD) is responsible for the regulation of the waste collection industry, the Public Waste Collection scheme, General Waste Disposal Facilities, Extended Producer Responsibility (EPR) schemes, Disposable Carrier Bag Charge, Mandatory Packaging and Waste Reporting schemes. Through these programmes, WMD aims to achieve an efficient and sustainable waste-to-resource management system in Singapore.
The Producer Responsibility Department (PRD) oversees the development, administration and regulation of EPR schemes for waste streams such as e-waste and beverage containers, as well as the Disposable Carrier Bag Charge and Mandatory Packaging Reporting schemes. It is responsible for the licensing of the Producer Responsibility Scheme (PRS) Operators and regulation of recycling facilities under the EPR schemes. It is also responsible for the audit and verification of data submitted under the EPR schemes to ensure stakeholder confidence and integrity of the system.
[What you will be working on]
You will be part of a dynamic team that is involved in the development and implementation of waste management strategies and initiatives, including those under the Zero Waste Masterplan. You will be working in a fast-paced environment and be involved in the planning, development and implementation of waste management policies, strategies and initiatives specifically relating to the beverage container return scheme. You will be responsible for the following:
Administer and regulate the beverage container return scheme, including ensuring compliance of regulated stakeholders and premises and working on outreach and engagement efforts.
Ensure scheme operator’s and stakeholders’ compliance with relevant Acts, Regulations and licensing conditions, including review of submitted reports and plans, conduct on-site audits and inspections.
Facilitate and organise stakeholder discussions, engagements and consultations as well as handle feedback and enquiries to ensure timely provision of information, clarification or advice.
Administer and process grant applications.
Conduct on-site audits and inspection for selected premises and producers.
Analyse information from submitted reports and maintain database and records.
Other duties as assigned including development of resources for the industry.
[What we are looking for]
The job might be for you if you possess the following qualities:
Degree in Chemical/Electrical/Mechanical/Environmental Engineering or other relevant fields of study.
Passion for environmental protection and adept at working with corporate and public stakeholders.
Minimum 5 years of relevant experience in Sustainability, Environmental, and/or Waste Management.
Good organisation and project management skills, ability to manage multiple priorities and stakeholders at the same time.
Outgoing and pleasant personality; mature, independent and resourceful; highly self-motivated; patient and resilient; adaptable to diverse work scopes.
Good team player, strong interpersonal communication, writing and analytical skills.
Meticulous with an eye for detail.
Proficient with Microsoft Office, including Excel, PowerPoint.
Competent in data analytics and statistics assessment.
Able to work after-office hours and weekends, if required.
