Description

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Department of Disability Determination Services Programs (DDDSP) assists and determines eligibility for Social Security Administration Disability benefits for the citizens in the Commonwealth of Kentucky.

This position is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Responsibilities and duties include but are not limited to:

  • Provides technical guidance on state personnel statutes and regulations related to personnel.
  • Assists with disciplinary and corrective actions by gathering information ensuring compliance.
  • Monitors reports to resolve errors and ensure compliance with applicable guidelines.
  • Oversees background check process and collects fingerprints of staff in accordance with the Homeland Security Presidential Directive (HSPD-12) Federal credentialing process.
  • Issues badges and Personnel Identification Verification (PIV) cards granting access to the Social Security database.
  • Serves as liaison regarding SSA investigation and suitability reviews.
  • Serves on the Commissioner’s management team.
  • Prepares personnel related correspondence for the Commissioner’s signature.
  • Services as liaison between the department and the Division of Human Resources Management working with the Cabinet regarding any action that the department recommends to the Cabinet.
  • Monitors employee and management relations to ensure efficiency of workforce as it is related to performance goals and works with staff and supervisors to resolve issues.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of administrative or management experience.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.
