About This Position

The Planning & Scheduling Executive is responsible for providing planning, scheduling, progress measurement and forecasting expertise across the Project Integration Division (PID) project portfolio.

The role supports the successful delivery of PTP's strategic and capital projects through the development, maintenance, monitoring and analysis of project schedules, enabling proactive decision-making, objective progress measurement, early identification of schedule risks and effective project execution.

As part of the Project Controls function, the incumbent will work closely with Project Managers, Engineers, consultants, contractors and relevant internal stakeholders to ensure project schedules are realistic, appropriately structured and supported by validated progress information.

Key Responsibilities

i. Project Planning & Scheduling

  • Develop, maintain and update comprehensive project schedules from project initiation through execution, commissioning and close-out.
  • Translate approved project scope and execution strategies into structured and measurable schedules.
  • Establish appropriate activity sequencing, durations, dependencies and project milestones.
  • Develop scheduling structures that provide clear visibility of project execution requirements.
  • Ensure schedule updates are completed accurately and within agreed reporting timelines.
  • Provide reliable schedule information to support project and Management decision-making.

ii. Work Breakdown Structure (WBS) & Schedule Development

  • Develop and maintain appropriate Work Breakdown Structures (WBS) for assigned projects.
  • Ensure the WBS provides clear decomposition of project scope into manageable and measurable components.
  • Establish appropriate schedule hierarchy and coding structures.
  • Continuously improve the quality and structure of project schedules.

iii. Baseline Schedule Management

  • Establish and maintain approved project baseline schedules.
  • Ensure baseline schedules contain appropriate activity logic, milestones and completion requirements.
  • Support review and validation of proposed baseline schedules.
  • Maintain appropriate visibility of approved changes affecting schedule performance.
  • Support Project Managers in understanding the schedule implications of project changes.
  • Maintain appropriate records of baseline revisions and schedule changes.

iv. Gate-Based Progress Measurement

  • Administer and maintain PID's approved Gate-Based Progress Measurement methodology.
  • Ensure consistent application of the methodology across relevant PID projects.
  • Validate reported progress against approved project lifecycle gates.
  • Identify inconsistencies between reported progress and actual achievement.
  • Maintain accurate progress information for project performance reporting.
  • Support continuous improvement of the progress measurement methodology.
  • Promote consistency, objectivity and transparency in project progress reporting.

v. Project Progress Monitoring

  • Monitor actual project progress against approved baseline schedules.
  • Track achievement of key project activities and milestones.
  • Gather and validate project progress information from relevant stakeholders.
  • Ensure schedule updates are supported by validated progress information.
  • Provide Project Managers with timely and accurate progress information.
  • Maintain appropriate historical schedule and progress records.

vi. Critical & Near-Critical Path Analysis

  • Perform Critical Path Method (CPM) analysis for assigned projects.
  • Identify and monitor activities directly influencing project completion.
  • Analyze critical and near-critical paths.
  • Monitor available float and changes in schedule flexibility.
  • Ensure critical-path information is accurately reflected in project reporting.

vii. Schedule Impact & Delay Analysis

  • Assess potential schedule impacts arising from delays, constraints, changes and project interfaces.
  • Identify the activities and milestones potentially affected by emerging project issues.
  • Provide early warning where schedule impacts may affect major project milestones.
  • Maintain appropriate documentation supporting schedule-impact assessments.

viii. Forecasting & Completion Projections

  • Develop and maintain reliable project completion forecasts.
  • Analyze actual progress, remaining activities and project constraints.
  • Ensure forecasts provide meaningful information for Management decision-making.

ix. Trend & What-If Analysis

  • Conduct schedule trend analysis to identify emerging project performance patterns.
  • Compare schedule performance between reporting periods.
  • Perform what-if analysis to evaluate alternative execution scenarios.
  • Provide objective schedule information to support Project Manager decision-making.
  • Recommend appropriate areas for further investigation where adverse trends are identified.

x. Schedule Risk Assessment

  • Identify schedule-related risks throughout the project lifecycle.
  • Assess potential schedule exposure arising from known constraints and dependencies.
  • Maintain early visibility of schedule threats requiring Management attention.

xi. Recovery Planning & Schedule Mitigation

  • Support development of project recovery plans where delays or adverse schedule performance are identified.
  • Evaluate potential opportunities to recover lost time.
  • Analyze alternative activity sequencing and execution approaches.
  • Maintain visibility of recovery-plan progress.

xii. Contractor & Consultant Schedule Review

  • Review schedules submitted by contractors and consultants.
  • Assess schedules for completeness, logic, sequencing and milestone alignment.
  • Evaluate whether schedules appropriately reflect agreed project scope and delivery requirements.
  • Coordinate clarification of schedule deficiencies with relevant stakeholders.
  • Ensure identified schedule deficiencies are appropriately addressed.
  • Maintain records of schedule reviews and observations.

xiii. Schedule Quality & Health Checks

  • Perform periodic schedule quality reviews and schedule health checks.
  • Review schedule structure, logic and completeness.
  • Identify open-ended activities or inappropriate schedule relationships.
  • Monitor closure of identified scheduling deficiencies.
  • Promote consistent schedule-quality standards across PID.
  • Support continuous improvement in overall schedule reliability.

xiv. PID Integrated Master Schedule

  • Develop and maintain the PID Integrated Master Schedule.
  • Consolidate key project milestones across the PID project portfolio.
  • Maintain visibility of major project timelines and delivery requirements.
  • Update the Integrated Master Schedule based on validated project information.
  • Ensure significant changes to individual project schedules are appropriately reflected.
  • Provide portfolio-level schedule information to support Management decision-making.
  • Maintain accurate and timely visibility of critical portfolio milestones.

xv. Project Controls Capability Development

  • Support ongoing development of planning capability within the Project Controls function.
  • Provide practical guidance on WBS, CPM, baselines, progress measurement and forecasting.
  • Contribute to knowledge-sharing activities.
  • Support continuous enhancement of project controls capability.

Requirement

i. Academic Qualifications

  • A recognized Bachelor's Degree in Engineering or equivalent qualification.
  • Relevant professional certification in Project Management, Planning, Scheduling or Project Controls would be an added advantage.
  • Certification or formal training in Primavera P6, Microsoft Project, Aconex or other relevant project management software would be advantageous.
