Founded in 1884, The Hong Kong Jockey Club ("the Club") is a world-class horse sports and entertainment organisation that acts continuously for the betterment of our society. The Club has a unique value creation model, through which the Club generates sustainable economic and social value for the benefit of the community and supports the HKSAR Government in combatting illegal gambling. In 2025/26, the Club returned a total of HK$39.3 billion to the community. This included HK$30.7 billion to the HKSAR Government in taxes and Lotteries Fund contributions and HK$8.6 billion in approved charity donations. The Division

The Membership and Customer Excellence (MCE) Division is responsible for delivering world-class experiences and deepening engagement across all customer segments. The team oversees operations of clubhouses, racecourses, and Off-Course Betting Branches (OCBBs), while enhancing member and owner value propositions and promoting interest in horse ownership and equestrian sports. It leads the Club’s customer experience strategy across digital and physical touchpoints, ensuring consistency, agility, and excellence. The Division also manages data strategy and governance to build a unified view of customers, enabling more personalised and impactful interactions.

The Job

The Executive Manager, Club-wide Data Office (Platform & Solutions) reports to the Chief Data Officer (Head of Department) and is responsible for leading the design, delivery, and operation of the Club’s enterprise data platforms and analytics solutions.

The role focuses on building and managing a robust, scalable, and secure data technology ecosystem, enabling advanced analytics, data science, and AI use cases across the Club. This includes overseeing the end to end lifecycle of data platforms and solutions—from architecture and engineering to deployment, operations, and continuous optimisation.

Working closely with the IT Department and business divisions, the role translates business needs into technology-enabled data solutions, ensuring alignment with enterprise architecture and standards. It plays a critical role in enabling the Club’s five core analytics capabilities, particularly in platform, solutions, data science enablement, and analytics delivery. The position also leads the development of reusable data products, accelerators, and solution frameworks to drive efficiency, consistency, and speed to value. It ensures platforms are reliable, high performing, and cost effective, while supporting innovation and modernisation, including cloud and AI technologies.

In addition, the role is accountable for platform operations, vendor management, and engineering teams, ensuring high service levels and continuous improvement. Through strong stakeholder engagement, the Executive Manager ensures that data solutions effectively deliver business value and support the Club’s transformation into a data-driven organisation.

• Lead the design, build and operation of enterprise data platforms, including data lake, data warehouse and analytics environments to support scalable and high performance use cases
• Partner closely with business stakeholders to understand requirements and translate them into practical, platform based solutions
• Monitor platform performance, usage and cost to ensure sustainable scaling and effective resource management
• Collaborate with IT teams to deliver data and AI enabled solutions, ensuring alignment with overall technology architecture
• Promote a platform driven approach by leveraging existing systems, reducing duplication and supporting a unified architecture
• Provide constructive input and challenge to ensure solutions are practical, cost effective and aligned with long term strategy
• Act as a key bridge between business and IT, ensuring clear communication and balancing business needs with technical feasibility
• Maintain strong understanding of the organisation’s technology landscape to maximise reuse, integration and efficiency
• Drive alignment across teams in complex environments to deliver consistent and cohesive platform solutions
• Oversee end to end solution delivery, from requirements and design to development, testing, deployment and support
• Ensure strong governance and delivery discipline by managing project scope, risks, resources and budgets while achieving expected business outcomes
• Build and lead a high performing data engineering team, strengthening capabilities, applying best practices and managing vendors to deliver quality and sustainable solutions

About You

• Bachelor Degree in Computer Science or relevant disciplines. Postgraduate qualification is definitely a plus
• At least 15 years of work experience in data engineering, platform architecture, or analytics solution delivery in large organisations
• Proven experience in building and managing enterprise scale data platforms (data lake, warehouse, cloud platforms)
• Solid experience in large scale end to solution delivery, including system integration and large-scale implementation programmes with Professional Project Management qualification
• Solid understanding of data architecture, data engineering practices, and analytics solution design
• Experience managing vendors, sourcing technologies and executing RFI/RFP processes Demonstrated ability to bridge business and technology, with a solid grasp of both functional requirements and system architecture considerations
• Experience working in complex technology environments, with the ability to navigate and align multiple systems, platforms, and stakeholders
• Strong critical thinking and stakeholder management skills, with the confidence and credibility to challenge technical proposals and provide alternative solutions where appropriate
• Excellent communication skills, with the ability to influence senior stakeholders and articulate complex technical concepts in a clear and concise manner
• A strategic mindset combined with hands on practical understanding, able to balance long term platform vision with immediate business needs
• Strong understanding of data platforms, AI/ML concepts, with the ability to translate business needs into scalable technical solutions
• Proven track record in evaluating and leveraging existing technology solutions to drive efficiency, avoid duplication, and promote platform led delivery approaches
• Experience in delivering AI/data-driven initiatives or large scale digital transformation programmes is highly desirable
